　건설교통부는 지난 10일 수자원공사에 발송한 `정부출자금 감자 지시' 공문을 통해 한탄강다목적댐 건설사업이 지속가능발전위원회 갈등조정소위에서 댐건설 대안으로 `천변저류지 2개소 및 새로운 홍수조절용댐 건설' 추진을 결정함에 따라 871억8,100만원의 유상감자를 금년 중 추진하도록 지시했다. 　유상감자 내용은 한탄강댐 건설을 위한 보상비 2002년 260억800만원, 2003년 611억7,300만원 등 871억8,100만원으로 국회등으로부터 타 국책사업 등에 사용할 것을 지적받고 있기 때문이라고 배경을 설명했다. 　이는 다목적댐 건설의 경우 정부 예산을 직접 지원하는 방식이 아닌 수자원공사에 출자하는 방식으로 추진하기 때문에 당초 보상비 사용을 위해 정부가 출자한 예산을 반납하라는 내용이다. 　한국수자원공사관계자는 22일 “건설교통부의 요구에 따라 현재 유상감자를 추진중이며 올 연말까지 해당 금액을 반납할 계획”이라며 “이번 유상감자를 통한 반납이 마무리되면 한탄강댐 관련 사업비는 사실상 전액이 반납되는 것”이라고 밝혔다. 　이에앞서 국회건설교통위원회는 지난달 22일 전체회의를 열어 건설교통부 소관 2005년 정부 예산안을 심의하면서 한탄강댐
