임진강 토사퇴적 위험수준

임진강 하류지역의 평균 하상(강바닥)높이가 7m 이상 상승하고 유수단면적이 대폭 축소되는 등 심한 토사 퇴적현상으로 임진강 이 해마다 범람위기를 맞고 있는 것으로 밝혀졌다.

14일 서울지방국토관리청이 국회 건설교통위 소속 이윤수(민주당)의원에게 제출한 ‘임진강하천정비 기본계획분석자료’에 따르 면 최근 9년동안 임진강 중·상류에서 흘러내려오는 토사가 계속 퇴적하면서 임진강 하상 퇴적층이 7~13m에 이른다.

특히 임진강 하류지역의 경우 지난 92년 수심이 최고 15m에 달했으나 파주시 문산읍 마정리 초평도에서부터 강바닥이 높아지기 시작해 지난해 문산천 합류지점에는 수심이 깊게는 2∼8m에 지나지 않았다. 하상 퇴적층이 최고 13m까지 쌓인 셈이다.

평균 하상높이도 같은 구간에서 지난 92년 -5.7~1m에서 지난해 1.4~3.4m 까지 증가하는등 평균하상퇴적층이 1~7m까지 높아졌다.

또 강물흐름의 정도를 나타내는 유수단면적 역시 하류의 토사퇴 적에 따른 하상높이의 증가로 급격히 축소돼 문산천 합류지점의 유수단면적이 지난 80~92년 7500~1만5000㎡이었으나 지난해에는 5900~1만2000㎡로 줄어들었다.

이윤수 의원은 “최근 9년간 임진강 하상퇴적이 급격히 진행된 이유가 북한지역의 홍수에 따른 토사퇴적일 가능성이 높다”며 “남북한이 공동으로 임진강수계 수방대책을 세워야 홍수피해를 줄일 수 있을 것”이라고 말했다.
