지난 7월 17일 정부(환경부, 재정경제부, 건설교통부, 산업자원부)는 ‘물산업 육성 5개년 계획’(이하 계획)을 발표했다. 이는 물을 과거 공공재로 인식하던 것을 ‘경제제’로 인식하고, 수도의 공공서비스를 산업적 서비스로, 공급주체를 국가/지방정부가 시행하던 것을 전문기업에 위탁하는 것을 주된 내용으로 하고 있다. 정부는 이를 통해 물산업 수준을 세계적으로 육성하고 해외진출을 도모한다는 야심찬 계획까지 수립하였다.
하지만 이는 명백한 상수도의 ‘민영화’전략이다. 미국에 이어 유럽연합과의 FTA를 추진하면서, 유럽계 세계적 물기업의 이해를 반영한 물산업 시장 개방에 대한 압력에 대한 부담을 덜겠다는 의도이다.
우선 현재 비효율적인 상수도 운영 (수도물 음용률 1%, 농어촌 상수도 보급률 37% - 도시지역 97.5%, 상하수도 시설 가동률 50%)의 원인이 민간기업의 참여가 부족해서는 아님을 알아야 한다. 오히려 정부의 잘못된 물관련 정책이 그 실패의 원인이다. 울산 정수장의 보론 기준초과 은폐사건 등은 국민들의 수도에 대한 불신을 키워 생수/정수기 시장의 성장만을 가져왔다. 수도관리에 감독과 평가에 성실하지 않았으며, 부처간 이기주의로 시설의 중복투자를 해왔을 뿐, 효율적인 물관리 정책에 대한 노력은 하지 않은채 이를 기업에 떠넘기겠다는 것은 안일한 발상이며, 농어촌과 서민에게서 생명과도 같은 물에 대한 이용권을 정부가 발벗고 나서 박탈하겠다는 의지의 표명이다.
세계적으로 민간기업에 물을 공급받는 인구는 9%에 불과하다. 물산업을 민영화 한 외국의 대부분의 나라들 역시 부작용에 시달리고 있다. 초국적 기업에 상수도 사업을 맡겼던 제3세계 나라들에선 물값상승과 수질저하, 관계자의 고용불안 등으로 서민들의 고통은 날로 심해져가고 있다. 프랑스는 수도요금이 150%나 올랐으며, 영국은 100% 민영화 후 수질저하와 누수율 개선의 저조로 고전하고 있다. 우루과이는 물값이 10배가 올랐으며, 인도네시아는 2001년 35%, 2003년 40%, 2004년 30% 인상됐다. 볼리비아와 스페인, 아르헨티나 등은 거대 민간기업과의 계약을 파기하고, 막대한 위약금을 물고 다시 국영화했다.
세계적인 물기업을 육성하겠다는 것은 허울일 뿐이며, 기실은 원가보다 낮은 수돗물 가격을 ‘현실화’하겠다는 것이 주 목적이다. 현재 원가의 80%수준의 수돗물 가격을 고려하면 20~30%의 인상은 불가피할 것이다. 정부는 누수를 줄이고 민간기업의 효율적 경영을 통한다면 물값을 크게 올리지 않아도 된다고 주장하고 있지만 이에 대한 투자는 결국 가격으로 귀결될 것이다.
현재도 이미 소외되어 있는 도서지역이나 농어촌 주민들은 이러한 서비스로부터 괴리될 것이다. 네트워크 산업의 특성상 초기투자비용이 많은 낙후지역보다는 수익성이 좋은 지역이 우선적으로 민영화 될 것이다. 공공서비스 마저도 양극화가 이루어지는 셈이다. 비싼 물값 때문에 단수가 되는 경우가 허다할지도 모른다.
정부는 상하수도 사업을 공사화 또는 민영화할 경우 현재 인원의 3분의 2수준으로 질좋은 서비스를 제공할 수 있을 것이라 하고 있다. 이로 인한 고용승계 문제와 노동자의 해고는 뒤따르는 수순일 것이다.
물은 공기와 인간의 생존 유지에 필요한 최소한의 ‘인권’의 영역이다. 정부는 공기마저도 상품화 할 것인가. 물값의 상승은 곧 서민의 생존자체를 위협하는 일이다. 물은 누구에게나 평등하게 분배되어야 하는 공공재이다. 정부의 발표대로 ‘경제제’로 인식된다면 이에 대한 양극화는 어떻게 책임질 것인가. 정부는 당장 물산업 육성 계획을 폐지하고, 공공재로서의 물의 가치를 인식하여, 물관리 체제의 일원화를 통해 비효율적인 행정비용비용부터 줄이는 노력부터 해야 할 것이다.
