 건교부 대규모사업 구상단계부터 검증 대규모 투자사업 구상단계부터 검증 강화
-『건설교통 투자용역 관리규정』제정 -
□ 내년부터 건설교통부가 시행하는 재정투자 사업과 관련된 용역은 과제선정 단계에서부터 결과물 활용도 평가에 이르기 까지 용역수행의 전 과정이 투명하게 관리되며,
건설교통부가 시행하는 토목 500억원, 건축 200억원 이상의 대규모 투자사업은 사업구상 단계에서 부터 중복투자 여부, 수요 추정의 적정성 여부 등에 대한 사전 검증이 강화된다.
건설교통부는 현재 강도 높게 추진중에 있는 재정운용 혁신의 일환으로 위와 같은 내용을 핵심으로 하는 『건설교통 투자용역 관리규정』을 훈령으로 제정하고, '06.1.1부터 시행하게 된다고 밝혔다.
□ 건설교통부가 마련한 훈령에 의하면, 재정투자 관련 용역은
용역과제 선정 시 용역관리심의위원회에서 이미 연구된 실적과의 중복여부, 관련 계획과의 부합여부, 용역결과의 활용방안을 심의 받게 되고
용역시행 과정에서 중간점검을 의무화 하며, 용역완료 후에는 용역과제별로 전문평가위원을 선임하여 용역을 심의토록 하며, 용역수행자와 평가위원은 물론 발주 담당 공무원의 실명을 공개토록 할 방침이다.
또한, 용역결과는 건설교통부 홈페이지에 게재 하고 용역종료 후 정책에 반영 시까지 용역성과 활용 계획을 제출토록 하였다.

- 위원장 (정책홍보관리실장)을 포함한 10이상 30인 이하로 구성
하며 30%이상을 외부전문가로 위촉
아울러, 대규모 투자사업은 최초 사업구상 시에 사업구상보고서 작성을 의무화하여 수요예측 및 투자의 적정성 등을 「용역관리심의위원회」에서 사전 검증토록 하고
이를 토대로 예비타당성조사 대상사업 선정과 투자우선순위 조정 등에 활용할 수 있도록 함으로써 사업 개시를 위한 내부검증을 강화토록 하였다.
□ 건설교통부가 이러한 내용의 훈령을 제정한 배경은,
주요 국책사업이나 정책의 경우, 대부분 전문기관을 통한 용역결과(‘04년 기준 총161건)에 따라 시행되고 있으나, 용역이 부실할 경우에는 정책실패로 이어질 수 있다는 점에 착안하여 투자용역 관리를 강화하게 된 것이며
그동안 대규모 투자사업 추진과정에서 끊임없이 제기되어 왔던 중복투자 시비와 수요과다 추정 등의 문제점을 해소하기 위한 것으로 해석된다.
