한탄강댐 법정공방 시작, 21일 현장 검증 [뉴시스 2007-05-17 14:16] 【철원=뉴시스】 한탄강댐의 운명을 결정지을 행정소송의 법정공방이 본격 시작된다. 서울행정법원은 구선호 외 156인이 건설교통부장관을 상대로 제기한 한탄강댐 고시 취소소송의 현장검증을 21일과 28일 두번에 걸쳐 실시한다. 이날 현장검증에는 민중기 제4부 부장판사를 비롯한 3명의 배석판사들이 참석, 원고측이 제기한 홍수조절 효과의 의문점과 댐 이외의 대안으로 제시한 방안, 수몰 예정지에 산재한 문화재 및 천연기념물 등을 조사한다. 21일 1차 현장검증에서는 파주 만우.대동지구, 문산읍 침수지, 연천 한탄강댐 예정지, 재인폭포, 포천 구라이 현무암협곡, 가마소골 협곡, 철원 대교천 현무암협곡 등을 방문한다. 28일 2차 검증에서는 화적연, 멍우리 주상절리, 비둘기낭 현무암협곡, 전차포 사격장, 다락터사격장 피탄지, 은대리 주상절리 등을 둘러볼 예정이다. 원고와 한탄강댐반대 투쟁위측은 이번 현장검증에서 임진강유역의 수해원인과 문산읍의 수방대책에 댐 이외에 여러가지 대안들이 있음을 입증, 댐 건설 계획이 막대한 국가의 예산을 낭비함은 물론 자연.생태문화재의 보고를 수장시킨다는 점을 집중 부각시킨다는 방침이다. 특히 문산지역의 상습 수해는 상류지역에서 유입되는 과중한 수량이 원인이 아니라 임진강 하구를 막아 농지로 전용한 파주시 탄현면 만우지구와 강변에 쌓인 퇴적물 때문이라고 주장할 계획이다. 또한 막대한 양의 중금속을 배출하고 댐 붕괴위험을 초래할 동양최대 규모인 다락터 사격장이 댐과 공존이 불가능하다는 사실도 알린다는
