한탄강댐 백지화 되려나 <강원도민일보> 2007년 11월 26일 (월) 통일부 장관 “내년 한강하구 골재채취”… 임진강 수해예방 대선후보도 ‘무용론’ 발표 잇따라 임진강 수해예방을 보장하게 될 한강하구 골재채취 사업이 구체화 되면서 한탄강댐 건설의 백지화 가능성에 힘이 실리고 있다. 특히 대선후보들까지 잇따라 거들고 나서 현재 진행중인 한탄강댐건설 행정소송 결과가 다시 주목을 받고 있다. 한강하구 준설을 추진하면 항구적인 임진강 수해예방이 가능하고 이 경우 굳이 예산을 낭비하면서까지 홍수조절용 한탄강댐을 건설할 필요가 없기 때문이다. 이재정 통일부 장관은 지난 24일 제주시 그랜드호텔에서 열린 ‘2008년도 건설산업발전모색 연찬회’ 초청 강연에서 “남북정상회담과 총리회담을 통해 당장 내년 초부터 한강하구에서 골재채취사업을 착수하기로 남북간 합의가 돼 있다”며 “한강하구의 골재 부존량은 10억8000만㎥로 추정되는데 이는 수도권에서 진행되는 건설공사에서 20년 이상 쓸 수 있는 분량”이라고 말했다. 이는 지난 16일 끝난 총리회담에서 장관급을 위원장으로 하는 ‘서해평화협력특별지대 추진위원회’를 구성해 내년 중 한강하구 골재채취사업착수 등 주요 업무를 처리한다는 ‘2007 정상선언’ 이행을 위한 구체적인 합의를 뒷받침하는 것이다. 따라서 오는 27~29일 평양에서 개최되는 남북 국방장관회담에서도 그동안 남북 간 경제협력의 장애물로 작용해온 임진강 수해방지, 한강하구 골재채취 등 남북 경협사업의 촉진을 위한 군사적 보장 문제가 중요한 의제로 다뤄질 전망이다. 이 처럼 정부의 한강하구 골재채취 사업이 가시화 되고 있는 가운데 각 당의 대선후보들도 한탄강댐 건설반대공동투쟁위측의 입장을 지지하는 내용의 공약을 발표해 눈길을 끌고 있다. 대통합민주신당 정동영 후보는 지난 18일 서울 센트럴시티에서 열린 선대위 발족식에서 “임진강과 만나는 한강하구는 배가 다니지 않아 11조원에 달하는 모래가 켜켜이 쌓여있다”며 “골재를 채취해 남북이 상생하는 길을 찾아야 한다”고 주장했다. 또 한나라당 이명박 대선 후보는 23일 환경정책 공약을 당을 통해 발표하면서 “한탄강과 임진강을 포함한 DMZ 일대를 유네스코 지정 세계생태환경 자연유산으로 등록하자고 북한에 제안하겠다”고 밝혔다. 또한 이날 창조한국당 도당 관계자들이 한탄강 댐건설 예정지 등 현지를 방문하고 “한탄강댐의 백지화를 정책에 적극 반영할 것”을 약속 했다.이에 대해 투쟁위관계자는
