도암댐, 이 애물단지를 어떻게 하나 수질 논란으로 ‘철거냐’, ‘존치냐’의 기로에 서다 유정우 기자 이미 애물단지가 되어버린 ‘댐’이 있다. 하천은 죽어가고 있지만 사람들은 여전히 ‘개발’이라는 기대를 포기하지 않고 있고 그저 죽어가는 하천을 바라볼 뿐이다. 사람들이 강원도를 왜 갈까? 사람들을 부르는 ‘강원도의 힘’은 어디 있을까? 잘 정비된 도로 옆에 세워진 거대한 호텔 때문일까? 강원도 평창군 도암면 수하리, 강원도 강릉시 성산면 오봉리 212 번지. 바로 도암댐과 발전소가 있는 곳의 주소다. 도암댐의 경우 강원도 평창이 바로 위에 있고 발전소의 경우 강릉지역에 위치해 남대천으로 발전에 사용한 물을 흘려보낸다. 하지만 이 댐과 발전소는 현재 그냥 거대한 둑과 무용지물의 발전 시설물로 남아있다. 바로 ‘물’ 때문이다. 쌓여가는 토사, 변해가는 물 빛, 사라지는 생명들 △ 도암댐, 평상시에도 물 빛이 흐리다. ⓒ 프로메테우스 유정우 도암댐은 5공화국 시절 만들어진 것으로 84년 당시 한전은 “국내 부존자원의 개발과 전원의 다원화를 이룩하기 위해 추진”되었다고 그 건설 배경을 설명하고 있다. 시설용량 82,000kW(41,000kW×2기)로 1984년 1월 24일 기본계획이 확정되었고 1985년 3월 건설을 시작해 1991년 1월 준공 되었다. 이 댐은 남한강 상류의 송천을 막아 강릉의 남대천으로 흐르게 한 유역변경 댐수로식 발전소로 높이 72m, 길이 300m, 첨단고 해발 712m의 사력댐으로 5,140만톤을 저수용량을 가진다. 발전은 15.6km달하는 수로터널을 이용해 낙차가 큰 강릉지역에서 이루어지는데 그 낙차는 640m다. 시공은 한국중공업(주)과 대림산업(주)이 시공을 맡았다. 총 공사비는 1256억 원으로 91년 가동을 시작했지만 불거지는 강릉지역 주민들의 수질 악화에 대한 문제제기로 2001년 수질에 대한 현안 해결 원칙을 합의할 때까지 발전을 잠정 정지하는 것으로 합의했지만 강릉시와 한수원은 9차례의 협상에서 합의에 실패했다. 하지만 발전이 중단된 이후 이번에는 정선에서 수질에 대한 문제제기가 터져 나왔고 2002년 8월 태풍 루사로 인해 정선에서 수해가 발생하자 정선 주민들이 댐으로 인해 홍수 피해가 가중되었다고 주장하며 도암댐의 해체를 요구했다. △ 도암댐은 현재 방류구를 통해 정선 방향으로 물을 자연 방류 시킨다. ⓒ 프로메테우스 유정우 그리고 2005년 7월 12일 강원도, 국무조정실, 산자부와 한국수력원자력은 환경정책평가연구원이 실시한 도암댐 문제 해결을 위한 연구용역의 최종보고회를 갖고 도암댐을 폐쇄하고 자연방류하기로 결정했다. 현재 지역 주민들의 반발이 거센 가운데 한수원 측은 수질 개선을 약속하며 주민들을 설득해 어떻게든 발전을 다시 재계해 보려 하지만 발전을 다시 기대하기는 어려워 보인다. 도암댐은 건설단계 때부터 수질오염에 대한 문제가 예견되었다. 89년 당시 감사원은 공사 주체인 한전에게 댐 건설에 따른 부영영화 등 수질오염 문제를 지적한 바 있다. 그러한 우려는 2002년 현실화 됐다. 2002년 8월 환경운동연합은 성명을 통해 발전소 해체를 주장했다. 발전소가 운동되는 동안 남대천의 1급수 생물들이 사라졌고 식수로도 부적합했다. 환경운동연합은 도암댐 가동이후 크고 작은 오염 사고들이 일어났으며 동강과 남대천 수질오염의 주범이 되고 있다고 지적했다. 2002년 원주지방환경관리청의 발표에 따르면 T-N(총질소)가 호소수질환경기준 5급수보다 2배나 높은 등급 외로 높게 나왔다. 이들은 “정선군 조사에 따르면 댐의 유입수 보다 방류수의 수질이 더 나쁜 것으로 나타났다고 밝히며 댐으로 인한 수질오염이 심각하다”고 지적했다. 남대천은 80년대 중반 이후 도시 지역을 제외한 상류지역은 수질 상태는 물론 꺽지와 수달같은 생물들이 서식하는 청정지역이었다. 그러나 90년 4월 발전소가 가동된 이후 발전방류수가 유입으로 녹조류가 번성하는 등 남대천의 자정능력이 급격히 상실되었다. 또한 방류수와 남대천의 수온 차이로 인한 생태계 교란 등으로 연안 해양의 피해 역시 야기되었다. 지난 2000년에는 강릉시 내곡교에서 의암호에서 검출된 것보다 수십 배 높은 다이옥신이 검출되었으며 강릉시 취수원인 홍제 취수장에서는 독성 남조류인 마이크로시스틴과 아나베나종이 출현해 취수장 사용이 불가능해 지는 등 문제를 일으킨 바 있다. 정선 역시 상황은 비슷했다. 95년 도암댐에서 하천의 본류인 정선으로 퇴적물 방류구를 통해 물을 방류했다. 당시 호수 밑바닥에 퇴적되어있던 퇴적물이 쏟아져 나와 송천에 쌓여 양어장의 물고기가 떼죽음 당하는 등 커다란 문제를 낳았다. 이로 인해 한전은 정선군에 76억 원을 배상해야 했고 퇴적물 방류구를 영구 폐쇄했다. 이걸 어디에 써야하나 현재 도암댐의 처리를 두고 관련 당사자들은 고민에 빠져있다. 한수원 측은 도암댐을 포기할 경우 화력으로 발전 용량을 대체할 수밖에 없는데 이 경우 온실가스 배출 등 문제가 생기고 발전 단가 역시 높아질 수밖에 없다고 보고 있다. 때문에 한수원 측은 수질 개선을 약속하고 강릉시의 동의를 얻어 발전을 다시 재계하겠다는 입장을 견지하고 이를 위해 연간 예상되는 발전수익 12억 원 전액을 오대천의 수질 개선을 위해 사용하겠다는 입장이다. 또한 수질에 대한 우려를 없애기 위해 발전소가 있는 강릉 지역에 배출수를 정수해 내려 보낼 수 있는 시설을 만들어 수질이 오염되는 일을 막겠다고 약속하고 있다. △ 도암댐 상류에는 더욱 물 빛이 흐리다. ⓒ 프로메테우스 유정우 하지만 강릉과 정선의 입장은 완고하다. 강릉의 입장에서 이미 댐으로 인한 피해를 경험했기 때문이다. 정선 역시 마찬가지다. 댐이 있는 한 퇴적물은 계속해서 쌓일 것이고 수질 개선을 약속해도 발전 형태로 봤을 때는 정선 지역의 수질 개선은 미미하기 때문이다. 현재 획기적인 대안이 나오지 않는 한 발전을 다시 시작하는 것은 힘들다 할 수 있다. 이런 상황으로 봤을 때 현재 도암댐이 가진 효용성은 전무하다고 할 수 있다. 애초 발전을 목적으로 만들어진 댐에서 발전부분을 떼어내면 댐이 그 자리에 있어야 할 이유가 없다. 2005년 KEI 보고서에서는 도암댐의 기능으로 발전기능, 용수공급기능, 홍수조절기능을 고려해 분석했다. 하지만 경제성 면에서 살펴봤을 때 보고서는 “사회적 총비용에 비해 도암댐의 경제성은 작은 것으로 판단”했다. 각각의 용처에 따른 분석결과를 살펴보면 발전을 하는 경우 예상되는 순익은 연간 약 12억원 수준이지만 발전을 위해서는 남대천 주민들이 수용 가능한 수준으로의 수질개선이 필요하지만 현재 상황에서 도암댐 유입수의 수질이 일정 수준이 되지 않은 경우 도암댐에 담기는 물 자원을 발전의 용도로 이용하는 것은 불가능하다. 또한 용수공급에 의한 편익은 사실상 용수의 수요처가 없어 편익이 없는 것으로 판단했다. 보고서에 따르면 도암호의 수질개선목표를 호소기준 2급수로 할 경우 수질개선을 위한 환경비용은 최소한 도암호의 흙탕물저감대책에 소요되는 비용 이상으로 내다봤다. 홍수조절용으로 전환하는 것 역시 타당성이 없다고 봤다. 보고서는 “홍수조절용댐으로의 기능전환은 도암댐의 홍수조절효과가 오대천이 합류한 정선 직상류부에서 15% 이내이고 영월까지의 홍수조절효과는 그보다 훨씬 적기 때문에 홍수조절효과를 위해 전용홍수조절용댐으로 기능을 전환하는 것은 타당성이 높지 않다고 판단” 했다. 하지만 보고서는 댐 해체는 고려하지 않았다. 상류의 토사가 하류로 배출되는 것을 막아주는 사방댐의 역할을 할 수 있고 작지만 일정부분 홍수 조절 효과도 있기 때문이다. 보고서는 “정선군과 영월군의 요청과 같이 원래 송천의 물을 자연 유하시키는 것은 댐의 해체가 아니더라도 중간에 위치한 상시 방류구를 개방하면 동일한 효과를 거둘 수 있을 것이므로 댐 해체는 바람직하지 않다”며 “수질관리측면에서도 댐을 해체하기보다는 운영을 달리하는 것이 타당”하다고 권고했다. 토건국가의 개발 지상주의가 하천을 죽이고 있다 지금 도암댐은 이러지도 저러지도 못하는 상황에 있다. 일단 많은 돈을 들여 건설했지만 건설에 필요한 소요비용을 채우기도 전에 발전이 중단되었고 운영 중 발생한 피해와 사회적 비용까지 합치면 차라리 없느니만 못한 결과를 가져왔다. 거기에 해체에 드는 비용을 약 1천500억에서 2천억 가까이 예상하고 있으니 해체될 경우의 사회적 비용도 크다고 볼 수 있다. 필요에 의해서 만들어졌지만 현재 상황으로 보면 정말 ‘필요’가 있었는지 의문이다. 하지만 그 책임은 고스란히 남아있다. 지금 전국에서는 그 필요에 의문이 가는 대형 토목 사업들이 줄줄이 대기하고 있다. 예를 들면 한탄강 댐이 세워졌을 경우 1조 원짜리 애물단지가 될 가능성이 크다. 믿을만한 수치나 자료가 없기 때문이다. 도암댐의 경우를 보자면 토목을 위한 사업이었다고 해도 과언이 아닐 정도다. △ 평창 지역과 송천 주변은 각종 공사로 인해 하천이 몸살을 앓고 있다. ⓒ 프로메테우스 유정우 여기에 더 큰 비극은 하천주변의 각종 개발 사업이 하천을 죽이고 있다는 사실이다. 현재 평창은 동계올림픽을 유치하기위한 사업들로 한창이다. 그리고 도암댐이 있는 송천의 수질을 악화시키는 원인들로 골프장, 펜션단지 건설, 대규목 고랭지 밭, 수해복구를 위한 하천 정비 사업 등 하천 주변의 비점 오염원들이 존재한다. 이 비점 오염원에 대한 대책이 있기 전까지는 댐을 해체한다고 해도 수질오염은 불가피하다. 따라서 댐이 어떤 형태로 남건, 혹은 사라지건 간에 하천을 살리기 위해서는 이러한 비점 오염원에 대한 대책과 동시에 과도한 개발행위에 대한 제동이 필요하다. 현재 도암댐 상류 송천에서는 각종 개발 사업이 벌어지고 있다. 산등성이는 잘려나가고 계곡은 각종 시설 공사가 한창이다. 거기에 동계올림픽 유치를 위해 평창에서 벌어지는 각종 공사들은 아름다운 하천의 물빛을 더욱 흐리고 있다. 지금 그 곳에는 죽어가는 하천 위에 애물단지 댐 하나가 떡하니 놓여있다.
