도·대책위 반대 목소리 키운다
정부가 이르면 22일 한탄강댐 건설여부에 대한 최종 결론을 내릴 예정인 가운데 댐 건설을 반대하는 목소리가 커지고 있다.
국무총리를 위원장으로 하는 임진강유역홍수대책특별위원회(이하 임진강 특위)는 22일 오후 정부종합청사에서 특위위원과 실무위원 등이 참석한 가운데 특별위원회의를 열어 임진강유역 홍수대책(안)을 심의한다. 특히 임진강유역 홍수대책특별위원회 산하기구인 검증·평가실무위원회는 지난달 4일 열린 토론회에서 한탄강 댐을 짓지 않고는 임진강유역의 홍수조절을 안정적으로 할 수 없다고 밝히는 등 사실상 댐건설로 결론을 내려 임진강특위의 이날 결정에 관심이 모아지고 있다.
이와 관련, 이형구 도행정부지사는 17일 국무조정실을 방문해 한탄강댐 건설을 제외한 대안으로 임진강 유역 홍수대책을 추진해 줄 것을 강력 요구했다.
한탄강댐건설반대 철원군대책위원회(대책위)도 이날 오후 주민과 대책위원 등 200여명이 참석한 가운데 대책회의를 열고 22일 서울서 개최할 예정인 한탄강댐건설반대 총궐기대회에 대한 대책 등을 논의했다.
대책위는 이날 회의에서 △한탄강댐 추진절차의 문제점 △부풀린 댐건설 효과와 경제성 △댐건설을 강행하기 위한 설계 변경 △주민 기만 행위 등 '한탄강댐 건설계획의 실상'을 설명하고 주민들의 이해를 구했다.
이날 대책회의에서 정호조 군수는 "한탄강댐 건설계획이 확정되면 공사중지 가처분신청과 행정소송도 불사하겠다"고 말했다.
대책위는 또 이날 지난 1년 간 철원과 연천·포천지역 주민 1만140명으로부터 서명받은 '한탄강댐 건설 백지화와 강의 날 제정을 위한 서명부'를 청와대와 국무총리실, 건설교통부, 수자원공사 등 관련기관에 발송했다.
