총리실산하에 신설된 “임진강유역홍수대책특별위원회”가 한탄강댐건설의 적정성 여부를 재논의 한다는 방침에 대해 지역주민들은 한탄강댐 건설계획 재추진이라는 의혹과 함께 거센 반발을 예고하고 있다.
지난 5월 23일 감사원 감사결과 한탄강댐건설계획은 기술적, 절차적으로 문제점이 있고 경제적으로 타당성이 없는 것으로 발표했다.
정부는 이미 모 업체와 댐건설계약을 해놓고 현재는 계약해지조차 하지 않고 있다. 주민들은 이번 임진강특위 구성원들에 대한 의혹과 불신 또한 갖고 있다.
주민들은 홍수조절 주변지역의 제방축조가 댐건설비용보다 저렴하고 사회적 수용성이 높다는 이유에서 대안으로 제시하고 있다.
또한 2004년 10월에 치러진 철원군수 보궐선거 시에는 열린우리당 강원도당에서
한탄강 댐 건설 계획 백지화 약속을 성명으로 한 바 있다.
그런데 왜 정부여당은 서로 엇박자를 내고 정부는 황소고집을 피우고 있는 가?
한나라당 강원도당은 기본적으로 한탄강댐 건설에 반대한다. 댐건설 재추진에 대한 어떤 행위에 대해서도 우리는 지역주민과 뜻을 같이할 것이다.
정부여당은 한탄강댐 건설 재추진 의혹을 불러일으킬 행위들은 즉각 중단하고, 조속히 대안마련에 나설 것을 촉구한다.

【鐵原】한탄강댐 문제와 관련, 한나라당 도당은 7일 “총리실 산하에 신설된 `임진강유역홍수대책특별위원회(이하 임진강특위)'가 한탄강댐건설 재추진 의혹을 받는 만큼 댐추진에 대한 각종 행위를 중단하고 대안마련을 촉구하라”는 내용의 성명을 발표했다.
한나라당도당은 성명서에서 “한탄강댐건설계획은 지난 5월 감사원 감사결과 기술적 절차적으로 문제점이 있고 경제적으로도 타당성이 없는 것으로 밝혀졌으나 정부는 모업체와 댐건설계약을 해놓고 현재까지 계약해지 조차 하지 않고 있다”고 했다.
또 “열린우리당 도당은 지난해 10월30일 철원군수보궐선거에서 한탄강댐건설계획 백지화를 공약한 만큼 약속을 지켜야 한다”고 촉구했다. <李正國기자·jklee@kwnews.co.kr>

시민환경단체와 지역주민이 배제된 “임진강 특위” 는 한탄강 댐을 추진하려는 정부의 들러리에 불과하다
- 현 임진강 특위를 해소하고 지역주민이 참여하는 민관합동기구로 재구성하라 -
한탄강댐 건설여부 등을 포함하여 임진강 유역에 대한 홍수피해방지대책을 마련하기 위해 1년간 운영될 “임진강유역홍수대책특별위원회(이하 임진강 특위)가 환경단체와 지역주민들의 의사가 배제된 채 일방적으로 구성되었다. 지난 5월 감사원이 발표한 한탄강댐 재검토 감사결과에도 불구하고 임진강 특위가 이처럼 편파적으로 구성된 것은 정부가 한탄강 댐을 재추진 하겠다는 의도를 표명한 것이다.
정부가 발표한 23명의 임진강 특위 명단을 보면 건교부장관을 포함한 15명의 장·차관, 도지사와 한국개발연구원장, 한국건설기술연구원장 등 정부출연기관장들이 중심인 것을 알 수 있다. 또한 민간위원으로 참여하는 수자원학회장, 기상학회장, 환경공학회장 역시 정부정책을 따라갈 수밖에 없는 입장이다. 더구나 임진강 특위의 운영과 기획을 담당할 10명의 실무위원회 위원들 역시 환경단체와 지역주민들이 추천한 인사가 전부 배제된 채 구성되어 그 중립성에 의심이 갈 수 밖에 없다.
따라서 관계 장관ㆍ학계ㆍ시민사회가 참여하여 사회적 합의를 바탕으로 홍수피해 방지대책을 마련하겠다는 임진강 특위는 한탄강 댐을 다시 추진하려는 정부의 의지를 관철시켜 주기 위한 들러리 기구로 전락할 가능성이 크다. 이를 증명하듯 수자원공사가 파견한 직원이 국무총리실에서 임진강 특위를 보좌하는 역할을 맡고 있으며, 대림산업과 맺은 한탄강댐 계약은 파기되지 않고 있다. 이 모든 상황은 정부의 한탄강댐 재추진 의지를 보여주는 것이다.
정부가 해야 할 일은 한탄강댐의 무효화를 선언하고 무분별한 댐건설을 중단하는 것이다. 환경연합은 임진강 특위를 즉각 해소하고 정부와 환경단체ㆍ지역주민이 각각 추천하는 동수의 민관합동기구로 재구성할 것을 촉구한다.

최근 국무총리실 산하에 '임진강유역 홍수대책특별위원회'가 신설되면서 한탄강댐 건설계획 재추진 의혹이 제기됨에 따라 춘천지역 상공인들이 댐건설 백지화 선언을 재촉구하고 나섰다.
춘천상공회의소(회장 김경수)는 13일 청와대와 국무총리, 건설교통부 장관 등에게 보내는 '한탄강댐 건설계획 백지화 촉구 성명서'에서 "정부는 그동안 철원지역 주민들이 겪었던 사회적 혼란과 불안, 갈등의 막을 내리고 안정적인 생활을 영위할 수 있도록 한탄강댐 건설계획을 즉각 폐기하고 완전백지화를 선언해 줄 것"을 촉구했다.
춘천상의는 또 "감사원은 지난 5월 23일 홍수조절 효과 산정 잘못 등의 문제가 밝혀져 댐건설을 원점에서 재검토해야 한다는 감사결과를 발표했다"며 "지역주민들이 댐건설 비용보다 저렴하고 사회적 수용성이 높은 홍수조절용 제방축조를 제시한 사실을 명심해달라"고 덧붙였다.
