수공, 7년전 약속 잊었나
한탄강댐 수몰예정지구 주민들이 이주를 앞두고 수자원공사의 약속 이행을 촉구하고 나섰다.
7일 연천군과 고문2리 수몰지구 주민들에 따르면 수자원공사는 지난 2001년부터 한탄강댐 건설에 따른 주민설명회를 갖고 주민이주대책과 생계대책 등을 제시했다. 당시 수자원공사는 환경단체 등의 댐 건설반대가 잇따르자 주민들을 규합하기 위해 댐공사 착공 전 이주단지 선(先)조성과 관광·버섯단지 조성 등 주민들이 귀를 기울일 만한 생계대책을 줄줄이 발표했다.
그러나 7년여가 지난 올해 초 댐공사가 시작됐지만 주민들은 수자원공사가 당초 약속과는 달리 이주단지를 조성하지 않고 있으며 생계를 위한 대책마련도 하지 않고 있다며 반발하고 있다.
이 때문에 올해 초 보상을 받은 주민들은 버섯 등 각종 작물을 재배하지 못해 받은 돈을 제대로 활용하지 못하고 있다. 사정이 이렇게 흐르자 집단이주대상 주민들은 당초 정부의 약속에 불신감을 갖고 자유이주보상금인 3000여만원씩을 받고 하나둘 고향을 등지고 있다.
고문2리 이장 김준문(54)씨는 “이미 공사가 시작돼 아무 것도 할 수 없는 처지에서 정착지 등 정부지원만 바라고 있는데 정작 수자원공사는 법적 근거가 없다며 책임을 회피하고 있다.”고 말했다. 주민들은 8일 고문2리 한탄강댐 공사 현장사무소에서 이주 및 생계지원대책을 요구하는 집회를 가질 예정이다.
수자원공사 관계자는 “이주단지 선조성 약속은 당시 상황을 기록해둔 자료가 없어 설명할 수 없는 상황”이라고 말했다.
