한나라당은 23일 간접취수 확대를 통한 취수원 확대, 남북한 연계 한반도 생태벨트 조성 등 이명박 대선 후보의 6대 환경 공약을 발표했다.

김형오 일류국가비전위원장은 이날 여의도당사에서 브리핑을 갖고 "국민을 편하고 안전하게 보호하는 일류국가 환경관리를 통해 마시는 물과 숨 쉬는 공기가 만족스러운 국민성공시대를 구현하겠다"며 이같이 밝혔다.

김 위원장은 또 "지방자치단체 상수도사업자(167개)를 4대강 유역중심으로 통합, 대형화해 수질관리를 개선하고, 수돗물의 취수, 정수, 배수 전 과정에 대한 정보의 공개로 수돗물에 대한 신뢰도를 확보하겠다"고 말했다.

특히 경쟁력있는 물 기업 육성을 통해 서비스 수준을 향상시키고, 지방자치단체 상수도사업자(167개)를 4대강 유역중심으로 통합, 대형화해 수질관리 개선을 유도한다는 계획이다.

한반도대운하와 연계한 하상정비 및 워터프론트(water front·도시가 큰 강이나 바다 호수 등과 접하고 있는 공간) 개발 추진 등도 공약에 포함됐다.

이 후보는 남북한 연계 한반도 생태벨트를 조성하기 위해 DMZ 일원(한탄강, 임진강 포함)을 유네스코 지정 세계생태환경자연유산으로 등록하도록 북한에 제안하고, 세계생태환경유산으로 지정된 지역은 동식물서식지를 자연 그대로의 '에코 뮤지엄'으로 조성하는 등 DMZ 생태공원 조성을 추진한다는 계획이다.

또 북한 나무심기 사업을 추진해 남측에서 물적 및 기술적 지원을 하기로 했다.

이 후보는 아울러 음식물 쓰레기 분쇄기 사용을 허용하고, 안전성이 확보된 분류식 하수관망을 설치해 음식물쓰레기의 하수관 퇴적 및 유출 문제를 해소키로 했다.

또 현재 상점에서 사용 금지된 1회용 종이컴 및 종이 재질 쇼핑백 제공을 업체가 자율적으로 관리하도록 해 환경오염 방지를 위한 불편을 최대한 없앤다는 계획이다.

이 후보는 이 외에도 ▲도시 숲의 조성 확대 추진 ▲국가차원의 아토피 관리 ▲환경관리 기술의 해외 수출 ▲지구온난화 대처를 위한 온실가스 저감 등의 공약을 내세웠다.

김형오 위원장은 이같은 공약에 대한 재원 조달 방안에 대해 "남북한 연계 한반도 생태벨트와 도시 숲 조성 등 국토공간 재창조를 위해서는 관련 부서 예산 및 남북협력기금으로 연간 1조5000억원을 사용히고, 수돗물 공금에 양후 10년간 배정된 32조 7000억원, 아토피 없애기에 연간 환경부 예산 150억원, 온실가스 저감을 위해 기반영된 환경부 예산 74억원을 사용하겠다"고 밝혔다. 박주연기자 pjy@newsis.com
