　도암댐 해체 논란이 다시 뜨겁다. 도암댐의 영향권에 있는 강릉시와 영월 평창 정선지역의 댐 해체 요구가 갈수록 높아지고 있다. 엊그제(22일)는 이들 4개 자치단체의 의회가 도암댐의 조속한 해체를 촉구하는 성명을 발표했다. 도암댐으로 인한 남한강 상류의 송천∼조양강∼동강에 이르는 전 구간의 오염이 심각한 수준이라는 것이 이유다. 도암댐으로 인해 엄청난 정신적 물질적 피해가 발생하고 청정관광이미지 훼손으로 지역경제 전반에 큰 타격이 되고 있다는 것이다.
　이날 성명서는 정부가 도암댐의 조속한 해체를 통해 행정의 공신력을 회복하고, 한강수력원자력은 발전 방류에 대한 미련을 버리고 댐으로 인한 피해 보상에 나서라고 촉구했다. 아울러 강원도지사도 도암댐 문제의 조속한 해결을 위해 최선의 노력을 다해 줄 것을 거듭 촉구했다. 이 같은 요구가 받아들여지지 않을 경우 대 정부, 대 한국수력원자력에 대해 주민과 더불어 결사적인 투쟁을 벌여 나갈 것이라고 결연한 의지를 밝혔다.
　지난 2005년 국정현안정책조정회의에서 댐 기능을 중단하고 자연하천으로 관리한다는 데 합의하면서 일단락되는 듯했던 도암댐 폐쇄 논란이 재현된 것이다. 당시 강원도와 한국수력원자력이 댐의 수질개선에 공동으로 노력하고 정부가 상류의 오염원 유입을 차단하기 위한 대책을 추진키로 했다. 발전 방류로 인한 강릉 남대천 오염문제가 제기되면서 표면화되기 시작했던 도암댐 갈등이 어렵게 해결의 실마리를 찾았던 것이다. 그러나 정부나 한국수력원자력은 아무런 후속 조치를 취하지 않음으로써 오늘의 화를 자초했다.
　더욱이 최근 홍수조절용 댐으로 기능을 제한하겠다던 약속과는 달리 발전 방류를 재개하겠다는 기류까지 감지되면서 주민들의 감정을 자극해 놓고 말았다. 그러나 정부 당국과 한국수력원자력은 더 이상 도암댐을 둘러싼 갈등을 증폭시켜서는 안 된다. 최소한 2005년의 합의 정신을 지키겠다는 의지를 밝히고 수습책을 조속히 마련하는 것이 순리다. 어려운 일도 아니다. 2년 전 합의한 대로 강원도와 해당 자치단체, 주민들의 뜻을 존중하면 되는 것이다.
　이것은 지역사회의 무리한 요구를 무조건 수용하는 것이 아니다. 정부와 한국수력원자력이 스스로 합의하고 약속한 일을 지키면 되는 간단한 일이다. 도암댐 논란은 정부의 국책사업과 이를 둘러싼 논란과 갈등을 해결하는 방식이 얼마나 원시적인 수준인가를 다시 한번 보여주는 사례다. 충분한 여론수렴이나 타당성 검토 없이 밀어붙이고 주민과의 합의 사항을 헌신짝처럼 내던지는 일이 태연하게 반복되고 있다. 동강댐, 한탄강댐 추진 과정에서 노정됐던 구태와 폐습을 도암댐에서 다시 보고 있는 것은 우리시대의 불행이다.
