 소양강댐 비밀리 누수 보강공사 (2004.3.19) 소양강댐 비밀리 누수 보강공사

강원 춘천 소양강댐에서 누수가 발생해 대규모 보강공사를 벌인 사실이 뒤늦게 밝혀져 파문이 일고 있다.
한국시설안전 기술공단은 18일 1998년 1차 소양강댐 정밀 안전진단 결과 댐 우측 상단(현재 댐 상부 광장과 주차장지역)에서 댐 수위가 186ｍ이상일 때 물이 새는 것을 발견했다고 발표했다.
댐에서 새는 물은 계곡에서 흘러내린 물이 댐 우측 암반의 틈을 통해 유출되기도 했고 댐 수위가 186ｍ 이상이 되면 더 많은 양이 누수되는 것으로 밝혀져 저수된 댐물이 새는 것으로 추정된다.
수자원공사측은 이에 따라 2002년 소양강댐 정상 광장과 도로부분 120ｍ 구간에 대해 ‘시멘트 밀크 그라우팅공법’으로 보강공사를 벌여 현재는 누수현상이 없다고 밝혔다.
수자원공사측은 그러나 댐 누수량과 자세한 보강공사 내용 등에 대해서는 밝히지 않았다.
소양강댐의 이같은 누수사실은 그동안 주민과 시민·사회단체들이 댐 안전진단 결과 요구때마다 수자원공사측에서 “문제가 없다”고 일관한 답변과는 상반된 것이어서 향후 댐 안전도에 대한 논란이 일 것으로 예상된다.
이에 대해 수자원공사측은 “댐 우안부 유출수는 댐 본체 아무런 영향을 주지않는 것으로 보강공사를 통해 문제를 해결했다”며 “당시 이를 주민들에게 공개하면 불안해할까봐 알리지 않았다”고 해명했다.
한편 수자원공사는 한국시설안전기술공단에 의뢰, 오는 6월말까지 소양강댐 2차 정밀안전진단을 벌이기로 했다.
