 소양강댐 '도둑 땜질' [춘천] 소양강댐 '도둑 땜질' 떄문

수자원공사가 누수가 발생한 소양강댐에서 대규모 보강공사를 벌인 사실이밝혀져 파문이 일고 있다.
수자원공사는 19일 소양강댐관리단 대회의실에서 열린 소양강 다목적댐 정밀안전진단 자문단 설명회에서 1998년 실시한 1차 안전진단 결과 댐우측안쪽에서 유출수가 발견돼 2002년까지 보강공사를 벌였다고 밝혔다.
산과 계곡에서 흘러내린 물이 오랜 지질구조 활동에 의해 깨진 댐의 암반틈으로 누수가 됐으며 댐 저수위가 186㎙이상일 경우 더 많은 양이 발생했다. 소양강댐은 만수위가 198㎙, 홍수기 제한수위가 185.5㎙로 보통 170㎙정도 저수하고 있다.
수자원공사는 이에 따라 댐의 안전을 위해 2002년 소양강댐 정상광장 및도로부 120㎙구간에 3열로 모두 170공에 걸쳐 ‘시멘트 밀크 그라우팅 공사’를 벌여 현재는 누수가없다고 밝혔다.그러나 수자원공사는 1차 댐 안전진단 이후 시민단체 등의 결과 공개요구에도 불구하고 “댐에는 별다른 문제가 없다”는 입장만 되풀이하고 있다. 최석범 한강수자원연구소장은 “소양강댐에 대한 주민들의 관심이 높은만큼 국가적 대외비가 아니라면 반드시 결과를 공개해야 한다”고 주장했다.수자원공사 관계자는 “유출수문제는 보강공사로 이미 해결했다”며 “주민들에게 불안감만 줄 수 있어 공개하지 않았을 뿐이다”고 해명했다.
한편 수자원공사는 한국시설안전기술공단에 의뢰, 지난해 12월부터 6월말까지 2차 정밀 안전진단을 하고 있다.수자원공사는 또 올 상반기 보조여수로(댐물이 넘칠 경우에 대비해 축조하는 물길) 공사에 들어가 2006년 말까지 완공할 예정이다.
