'한탄강 살리기'의 역사적 의의  
[도민시론] '한탄강 살리기'의 역사적 의의

　한탄강댐 건설계획은 한탄강 상류에 1조900억원을 들여서 거대한 시멘트 덩어리를 쌓겠다는 계획이다. 이 계획의 무모성은 이미 2005년 감사원 감사를 통해 여실히 드러났다. 감사원은 경제성과 환경성의 잘못은 물론이고 계획의 입안과 결정과정에서도 불법이 드러났으므로 한탄강 건설계획은 폐기돼야 하며 실무 담당자는 징계를 받아야 한다는 감사결과를 발표했다.
　이 감사결과를 접하고 정말이지 모든 사람들이 이제 한탄강댐 건설계획은 폐기됐다고 생각했다. 그러나 놀랍게도 건설교통부는 괴력을 발휘했다. 우선 국무총리실 산하에 '임진강 유역 홍수대책특위'인가 하는 것이 꾸려져서 새로 조사를 한다고 법석을 떨었다. 여기서는 원래의 계획을 상당히 축소하기는 했으나 역시 댐을 짓는 것이 가장 좋다는 결론을 내렸다. 이어서 건설교통부는 이 결론을 수정해서 사실상 원래의 계획과 마찬가지인 새로운 한탄강댐 건설계획을 발표했다. 그리고 바로 수자원공사는 건설교통부에 착공서를 제출했다. 따라서 현재 서류상으로 한탄강댐은 건설 중이다.
　결국 건설교통부는 감사원을 우스갯거리로 만들고, 국무총리실도 들러리로 만들어 버린 것이다. 감사원의 감사나 국무총리실의 새로운 조사는 모두 허울일 뿐이었다. 사실 국무총리실의 조사는 건설교통부와 수자원공사가 주도한 것으로 비판받고 있다. 잘못된 한탄강댐 건설계획을 입안한다고 혈세를 낭비하고, 그 문제를 밝히기 위해 혈세를 낭비하고, 새로운 조사를 한답시고 혈세를 낭비하고, 감사결과와 조사결과를 뒤집기 위해 또 혈세를 낭비했다. 그리고 수자원공사는 땅을 외상으로 구매하는 식의 '편법'을 써서 공사를 강행하려고 했다. 일단 공사를 시작하면 새만금이나 시화호에서 잘 드러났듯이, 폐기하는 것은 사실상 불가능하기 때문이다.
　한탄강댐 건설계획은 도저히 정상적인 나라에서 벌어지는 일이라고는 할 수 없는 것이다. 이 때문에 지난 2월에 시민사회는 '한탄강살리기 시민연대'를 결성했다. 이제까지 한탄강댐 건설계획을 막기 위한 노력은 주로 환경운동의 차원에서 벌어졌다. 그러나 한탄강댐 건설계획은 무엇보다 국가정책결정과정과 재정운용구조의 비정상성을 보여주는 것이다. 막대한 혈세를 탕진해서 국토를 파괴하고 개발부서와 개발업자를 이롭게 하는 '토건국가'의 전형적 사례가 바로 한탄강댐 건설계획인 것이다. 따라서 한탄강댐 건설계획을 막는 것은 자연을 지키기에 앞서서 개발부서와 개발업자가 만들어 놓은 '기형국가' 한국을 '정상국가' 한국으로 개혁하는 것이다.
　시민사회의 노력은 크게 세 줄기로 펼쳐지고 있다. 먼저 참여연대는 한탄강댐 건설계획을 잘못된 국가행정의 대표적 사례로 파악하고, 관련된 관료와 공무원의 행적을 중심으로 감시보고서를 작성하고 있다. 다음에 문화연대는 세계적 석기 유적지인 한탄강 유역에 대한 전면적 조사를 촉구하고, 나아가 문화재 관련 단체들과 힘을 모아 '유네스코 세계자연문화유산' 등재의 가능성을 타진하고 있다. 끝으로 환경운동연합을 비롯한 환경단체들은 우리나라의 유일한 화산하천인 한탄강의 생태적 및 경관적 가치를 널리 알리고, 동강과 마찬가지로 희귀하고 아름다운 한탄강을 국가적 자산으로 지킬 수 있도록 하기 위해 애쓰고 있다.
　한탄강은 강원도의 자산을 넘어서 국가와 세계의 자산이다. 토건세력의 포클레인이 이곳을 파괴하고 수몰시키도록 해서는 안 된다. 한탄강의 자연과 문화를 지키고, 1조900억원은 복지의 증진을 위해 써야 한다.
　'한탄강 살리기'는 '진정한 선진화'를 위한 핵심과제이다. 이 중대한 역사적 과제를 제대로 달성한다면, 강원도는 이 나라의 '진정한 선진화'를 주도하는 주체로 우뚝 서게 될 것이다.
