(연천=연합뉴스) 우영식 기자 = 환경파괴 논란 등 우여곡절 끝에 사업추진 8년만인 지난 2월 공사를 시작한 경기도 연천군 한탄강 홍수조절댐 건설사업이 예산 부족으로 차질을 빚고 있다.
2일 건교부와 수자원공사, 경기도 등에 따르면 수자원공사는 지난 2월 28일 연천군 연천읍 고문리와 포천시 창수면 일대 한탄강에 길이 694ｍ, 높이 83.8ｍ, 총 저수용량 2억7천만㎥ 규모의 홍수조절용댐 건설을 위한 실시계획 인가를 마치고 수몰지역 측량과 진입로 건설, 임시사무소 건설 등 공사를 시작했다.
수자원공사는 특히 전체 공사구간 중 먼저 공사가 시작되는 댐 공사부지 50만㎡(보상가 640억원) 가운데 60%인 30만㎡에 대한 보상계약(338억원)을 완료했다.
그러나 올해 예산은 공사비 27억5천만원을 포함, 120억원으로 턱 없이 부족해 현재 104억원 밖에 보상금을 지급하지 못하는 등 추가 예산을 확보하지 않는 한 공사를 진행하기 어려운 실정이다.
수자원공사 관계자는 "보상이 이뤄지지 않은 상태에서 공사를 계속하기는 어렵다"며 "현재 220억원 가량 사업비가 부족한 상태로 보상금을 지급하지 못해 일부 공사는 지난달 6일부터 중단됐다"고 밝혔다.
이 관계자는 이어 "보상이 이뤄진 공사구간만 공사를 진행하는 방법도 있지만 원활한 공사 수행이 어려워 고민 중"이라며 "추경예산에 필요한 사업비가 반영된다 하더라도 빨라야 7월에 받을 수 있어 당분간은 어려움은 계속될 것"이라고 덧붙였다.
이에 대해 건교부 관계자는 "지난달 법이 허용하는 범위 안에서 다른 사업에 배정된 예산을 전용, 100억원 정도는 확보했으며 나머지 부족분도 빨리 확보할 수 있도록 기획예산처와 협의 중"이라며 "보상금 지급이 안돼 공사가 중지된 것은 아니며 문화재 지표조사가 선행돼야 하기 때문에 공사를 못하고 있는 것"이라고 밝혔다.
한탄강, 임진강 유역 수해방지 대책의 일환으로 1999년부터 추진된 한탄강 댐은 그 동안 환경단체와 지역 주민들의 반발로 어려움을 겪다 건교부가 지난해 12월 홍수조절용댐으로 건설하는 방안을 확정, 2012년 완공을 목표로 1조956억원을 들여 건설될 예정이다.
