한국수자원공사에 대한 국회 건설교통위의 국정감사에서는 댐 안전관리 대책과 댐 건설 문제 등이 주
로 거론됐다.
한나라당 윤두환 의원은 "수자원 공사가 올해 추진중인 안산, 구미, 여수 등 국가산업단지 조성 사업지
구의 미분양 토지만 12만7000평(1518억원)에 달하고 아직 조성하지 않은 토지도 209만평(1조 867억원)
에 이른다"고 밝혔다.
윤 의원은 "사정이 이런데도 시화멀티 테크노밸리 등으로 사업을 확대하고 있다"며 "추진해온 사업을
마무리하고 전문영역인 수자원 개발과 관리에 역량을 집중시켜야 한다"고 지적했다.
김덕배 의원 "정수 찌꺼기 수 만톤 왜 바다에 버리나"
통합신당 김덕배 의원은 "수자원공사가 지난 2년간 정수 과정에서 발생한 찌꺼기 18만2400t 중 30%에
해당하는 5만4800t을 바다에 버려왔다"고 주장했다.
김 의원은 이어 "나머지 33.1%인 6만400여t은 매립했고 재활용은 6만7000여t으로 36.9%에 불과하
다"고 지적했다.
김 의원은 "정수 찌꺼기는 탁질과 수산화 알루미늄으로 구성돼 있어 부패성이 강하고 그대로 배출할
경우 악취 등 여러 부작용과 환경오염을 초래한다"며 대책마련이 필요하다고 강조했다.
이에 대해 수자원공사 관계자는 "해양오염방지법에 따라 적법하게 이뤄지는 것"이라며 "하지만 오염
을 우려해 해양배출 비율을 줄이고 환경적 처리방안을 강구해 나가겠다"고 해명했다.
통합신당 송영진 의원은 수공의 한탄강 댐 건설 계획과 관련 "연중 350일 이상 수문을 개방하고 일년
에 15일간만 수문을 열어야 하는 댐 건설에 1조원 가까운 예산을 들일 필요가 있느냐"는 반론이 제기되
고 있다"며 대책마련을 촉구했다.
또 다른 의원도 "남북경협을 통해 가장 효과적인 임진강 유역의 본류에 댐을 건설하는 방안이 추진되
는 것으로 알고 있다"며 " 임진강 댐 건설 합의시 한탄강 댐 추진은 포기해야 하는 것 아니냐"고 물었
다.
이에 대해 수자원공사 이규환 댐 본부장은 "임진강댐이 건설 되더라도 홍수 피해가 전체적으로 해소되
지는 않는다"며 "한탄강 댐과 임진강 댐이 동시에 추진돼야 한다"고 주장했다.

한편 의원들은 하나같이 공사측이 적극적인 댐 건설 의지를 재차 강조하고 나섰다.
특히 한나라당 윤한도 의원은 한강 유역에 비해 낙동강 유역의 총 저수량이 현저히 떨어진다며 "한탄
강만 막지 말고 낙동강 유역에도 댐을 많이 만들어 달라"고 거듭 주문했다. 윤 의원은 수공 직원들에
게 "환경단체 때문에 못한다는 게 말이 되나. 여러분의 의지에 달렸다"고 말하기도 했다.
통합신당 설송웅 의원은 "공사측이 올 1월 파산 위기에 있는 SK글로벌에 50억원을 특정금전신탁으로
맡긴 후 현재까지 되돌려 받지 못하고 있다"며 "공기업에서 위험한 금융상품을 선택한 이유가 뭐냐"고
따져 물었다.
이날 국정감사는 오후 5시 30분경까지 진행됐다.

한국수자원공사 국감장에서 한나라당 김광원 의원(봉화.울진)이 노 대통령과 행자부장관의 태풍피해
가 있던 첫 날 행적을 원색적 용어로 비난하고 나서 논란이 예상된다.
김 의원은 25일 한국수자원공사 국감장에서 오후 2시 45분경 자신의 질의 순서가 되자 수자원공사 사
장에게 "지난 9월 12일 오후 3시와 6시 경 어디에 있었느냐"고 물었다. 수공 사장이 "사무실 상황실을
지키고 있었다"고 답하자 김 의원은 "대통령은 15만원짜리 밥을 먹고 '인당수 사랑가'에 빠져 있었
다"고 말문을 열었다.
김 의원은 다시 수공 사장에게 "대통령의 누수는 어떤 공법으로 막아야 하냐"고 묻고 "수도관에 누수
가 생기면 수도관을 바꾸는 방법 밖에 없지 않냐"고 스스로 답했다.
김 의원은 이어 "부총리와 행자부 장관도 (태풍이 오던) 당시 자리에 없었다"며 "한심한 대통령에 상식
이하의 부총리, 행자부장관"이라고 말했다. 김 의원은 또 "상식이하의 사람은 미친 X과 모자란 사람
둘 중 하나"라고 말하기도 했다.
김 의원은 "주무 장관이 자리를 지키지 않으면 단계별 (대응)통보가 5-6시간 늦어진다"며 "나라를 다스
릴 만한 기본 마인드가 없다", "이런 함량 미달인 사람들은 잡아 쳐 넣어 형사처벌 해야 한다"고 목소리
를 높였다.
김 의원은 "옛날 왕이 이런 짓을 해도 민란이 일어났다"며 "자유민주주의 국가에서 대통령이 이런 짓
을 하고도 별 문제 없이 지나가는 것은 말도 안 된다"고 덧붙였다.
김 의원은 할애된 절반 가량의 시간을 정권 비난에 할애, 수자원공사 업무와 관련해 준비한 질의는 제
시간에 다 끝내지 못했다.
당시 국감장에는 몇몇 한나라당 의원 외 다른 당 소속 의원은 다음 질의자인 민주당 이희규 의원만이
자리를 지키고 있었다.
국감장 수돗물에도 불순물

한국수자원공사가 직접 만들어 국정감사 의원들에게 제공된 수돗물에서 이물질이 발견돼 국정감사가
잠시 중단되는 소동이 벌어졌다.
25일 수자원공사를 대상으로 한 국정감사 도중 박명환 한나라당 의원이 정명교 수도본부장을 잠시 국
감장 앞으로 불러 냈다. 수자원공사측에서 박 의원에게 제공한 물통(PET병)에 1cm에 이르는 흰색 이
물질이 들어 있었던 것. 당시 물통은 마개를 개봉하지 않은 상태였다.
더구나 이 물은 수자원공사측이 수돗물의 안정성을 홍보하기 위해 충북 청주 정수장에서 원수를 직접
받아 생산, 공급하고 있는 것.
박 의원은 "어떻게 개봉도 하지 않은 물에서 눈에 훤히 보이는 불순물이 들어 있느냐"며 "이러고서 수
돗물을 안심하고 먹으라고 할 수 있냐"며 원인 파악을 주문했다.
수자원공사 측에서는 원수보다는 제조 과정에서 이물질이 들어 간 것 같다고 말하고 있으나, 뜻하지
않은 일로 수돗물의 안정성에 불신을 심어 줄까 전전긍긍하는 모습이다.
수자원공사가 정수장 원수를 담아 생산·공급하는(비매품) 이 물통에는 '세계적 수준의 수돗물검사센터
에서 180개 항목에 대한 수질검사를 실시해 86개 지자체와 1200여개의 일반 수요자에게 공급하는 수돗
물'이라고 쓰여 있다.

수자원공사에서 관리하고 있는 댐이 노후화 등으로 안전도가 심각한 위협을 받고 있는 것으로 나타났
다.
국회 건설교통위원회 소속 한나라당 김명환 의원의 요청으로 수자원공사가 답변한 자료에 따르면 최
근 5년 동안 전국 24곳 댐 보수 및 보강공사비로 모두 3880억원이 쓰여졌다.
부안댐의 경우 지난 2000년 9월 본 댐 최상단 경계석 접촉면에 틈새가 생기고 부분이탈에 따라 하자보
수 공사를 벌였고, 섬진강댐도 지난 6월 댐체에 균열이 생기고 누수 현상이 일어나 보수공사를 벌였
다. 운문댐의 경우에도 지난 1998년 누수에 따라 보수공사를 벌였으나 지난 해 12월 또 다시 누수가 발
생, 지난 4월부터 현재까지 보수공사를 벌이고 있다.
사정이 이런데도 5년마다 정밀안전진단을 받아야 하는 전국 18개 대상 댐 중 안전진단이 이루어진 곳
은 모두 10곳에 불과하다.
게다가 수자원공사는 기상이변 등에 따라 가능최대홍수량(PMF) 재산정한 결과 대부분의 댐이 큰 비
가 내릴 경우 댐 안전성에 문제가 생길 수 있어 대책마련이 필요하다고 밝혔다.
가능최대홍수량에 대처가 곤란한 댐으로는 다목적댐의 경우 충주·대청·섬진강·남강댐 등이, 용수전용
댐 중에서도 영천·광동·대암·구천댐이 꼽혔다. 수자원공사측은 소양강·횡성·안동·임하·합천·밀양·주암·보
령댐 등도 가능최대홍수량에 미치지 못해 댐 수위를 가능한 낮게 유지하는 등의 임시대처가 필요하다
고 밝히고 있다.
한편 건설교통위원회는 25일 오전 10시부터 수자원공사를 상대로 국정감사를 벌이고 있다. 하지만 소
속 의원 26명 중 대부분의 의원들이 다른 의원들이 질의하는 동안 자리를 비우는 등으로 눈살을 찌푸
리게 하고 있다.
