그것은 한탄강댐의 건설이라는 전제조건하에 관인사거리~영북면 4차선 확포장공사가 조기 건설될 수 있다는 사실이다.

상노리~오지리 구간이야 단순이 도로확포장에 지나지 않지만 관인~영북구간은 한탄강을 가로지르는 근홍교 다리공사로 엉청난 예산 확보가 경기도 입장에서 어렵다는데 문제가있다.

물론 장기적으론 경기도나 포천시로서도 339번 지방도의 확장이 필요하겠지만 현행지방자치제도하에서(철원군을 배제한) 경기도의 관인면 자체만의 인구나 산업시설 교통량 등을 고려해 보았을때 한탄강교각을 세우는등 엄청난 예산이 필요로하는 이곳에 우선 사업 순위로 배정하기가 어렵다는 입장이다.

따라서 경기도에서는 한탄강댐이 건설되면 건교부 수자원공사의 예산으로 339번지방도 확포장을 추진할 것으로 알려지고있다.

따라서 8월 내에 한탄강댐 건설에 대한 국무조정실의 "한탄강댐특별위원회"에서의 댐에 대한 최종결정 여부에 따라 철원 동송권 주민의 오랜 숙원사업인 399번국도의 확포장공사가 결정될 전망이다.

【鐵原】철원·동송권주민들의 오랜 숙원사업인 경기도 포천시 영북면 자일리~철원군 동송읍 오지리를 잇는 18㎞구간이 4차선도로로 확·포장하는 첫단추가 끼워져 기대를 모으고 있다.

　동송읍 상노리~오지리를 잇는 1.1㎞구간 4차선 도로확·포장공사 기공식이 31일 오후1시30분 동송읍 상노1리사업장에서 김진선지사 박세환국회의원 문경현철원군수, 박윤국포천시장을 비롯 각급 기관 단체장 주민 등 300여명이 참석한 가운데 있었다.

　이날 기공된 도로확포장공사구간은 강원도와 경기도 경계인 철원군도 3호선, 경기도 지방도 387호선이 연결되는 구간으로 군비 등 총 43억원을 들여 내년말까지 노폭 20ｍ규모로 확·포장할 계획이다.

　특히 경기도는 최근 이 사업과 관련해 포천시 관인4거리~영북면 자일리를 잇는 339호선 지방도 7.7㎞구간을 4차선도로로 확·포장하기 위해 설계작업에 착수, 내년 9월말 완료할 계획으로 있어 이 구간도로 연결에 밝은 전망을 던져주고 있다.

　이 구간 도로는 지역 최대의 인구밀집지역인 철원·동송권의 유동인구를 포함한 인구 5만여명이 이용하는데다 하루평균 통행차량이 1만여대에 이르고 있으나 도로가 협소하고 굴곡이 심해 통행불편을 야기한다는 민원이 10여년째 이어지고 있다.

　이에따라 이 구간도로가 4차선으로 확·포장되면 동송·철원읍주민들에 대한 수도권 접근로로써의 역할증대뿐만 아니라 지역균형발전, 농산물 수송, 안보·생태관광지 접근에 주도로 역할을 할 수 있을 것으로 기대되고 있다
