한탄강댐건설여부를 결정할 임진강유역홍수대책특별위원회(이하 임진강특위)가 활동마감시한인 8월까지 최종 결론을 내릴 것으로 알려져 결과가 주목된다.
　
18일 철원군 등 관련기관에 따르면 임진강특위는 지난 15일 한명숙 국무총리 주재로 4차 회의를 열고 토론회 등 다양한 의견수렴을 거쳐 오는 8월말까지 결론을 내리기로 결정했다.
　
토론회는 기존의 검증평가실무위원외에도 검증·평가결과에 대한 댐반대측 인사들과 다른 분야 전문가 등이 참여한 가운데 개최키로 했다.
　
특히 이날 회의에서는 △제방증고 △홍수조절지 △천변저류지+제방증고 △천변저류지+홍수조절지 등 기존의 4개안외에 새로운 안을 추가로 검토하기로 결정해 관심을 끌고 있다.
　
새롭게 추가된 안은 사전홍보예보시스템을 강화하는 한편 기존제방을 낮추고 농경지 저류를 위해 하폭을 넓히면서 저지대주민 이주대책을 포함하고 있다.
　
이날 회의에 참석한 이형구 행정부지사는 "한탄강댐건설여부 결정은 사회적 수용성을 포함하는 것이 중요하다"며 "지역주민들이 수용할 수 있는 방향으로 진지하게 논의되고 검토돼야 한다"고 주장했다.
　
한탄강댐건설반대대책위는 토론회 개최에 대비해 댐건설반대 논리를 적극 개발하는 한편 지방선거가 끝나는 내달부터 댐건설반대 운동에 돌입할 계획이다.
　
이에앞서 지난 4월 열린 제3차 회의에서 청와대와 환경관련 단체 위원들은 "지금까지 검증·평가한 임진강유역 홍수조절대책이 기본홍수량 산정, 제방증고의 안전성, 천변저수지 홍수조절효과 등에 대한 과학적인 근거가 부족하고 미흡한 점이 많았다"며 "실무위원 이외의 전문가들을 초청해 특위위원들이 입체적으로 판단할 수 있는 기회를 가져야 한다"고 주장했다.
