 사설/ '한탄강댐 恨'왜 모른 척 하나 한탄강댐 백지화 농성장에서 내년 총선 때 그 댐 건설에 앞장 선 정치인들을 찍어 내 낙선운동 을 전개하겠다는 소리가 들리더니 급기야 '대통령 불신임'에도 손을 들겠다는 외침까지 터져 나오 고 있다. 정부 그리고 정치인들이 도대체 철원사람들의 이 같은 분노에 대해 눈도 깜짝하지 않는 강심장의 저의를 이해할 수 없다. 손학규 경기도지사는 최근 '수도권 규제가 수도권 역차별 정 책'이라고 주장했다. 정치하는 사람들의 그런 의식이 그토록 한탄강 댐 반대를 외쳐도 꿈쩍 않 는 '철판정책'의 동력이 되고 있는 것이란 생각을 하지 않을 수 없다. 수자원공사 주장대로 한탄강 댐 용도가 오로지 경기북부 지역의 홍수방지에 있다고 하자. 그렇다면 그 댐의 저의는 홍수로부 터 수도권을 구제하기 위해 철원을 침수시키겠다는 뜻이다. 완전히 수도권 선민의식이고, 지방비 하인 것이다. 도의회 의장 등이 건교부 장관을 만나러 가고 지역 예술인들이 한탄강 승일교에 거꾸로 매달리 는 이색 농성을 벌이고 있다면, 그리고 정부, 정치인들이 그 현장을 보고 듣고 있다면 낡아빠진 그 런 의식부터 버리기 바란다. 얼마 전 국감현장에서도 수자원공사측은 철원은 한탄강댐 보다 40m 나 표고가 높다고 답변했다. 따라서 철원지역 주민들을 설득해 내년 4월부터 공사를 착수하겠다 고 밝혔다. 그런 답변에 고개를 끄떡끄떡한 국회의원들에게 주민입장의 답변도 들려주고 싶다. 물 론 직접적인 반대이유는 홍수 때 일어나는 철원평야의 침수다. 그러나 주민이 참을 수 없는 것은 철원의 모든 것이 '침수' 된다는 사실이다. 그것은 우선 수도권과 철원 사이에 거대한 댐이 생김으 로써 거리감의 침수일 것이고, 댐 상류지역에 대한 각종 환경규제가 불가피해짐으로써 지역발전 의 침수, 그밖에 지역문화의 침수, 지역 정서의 침수일 것이다. 도계(道界)를 사이에 두고 경기도는 수도권이라는 지리적 혜택으로 하루가 달라지게 발전하고 있다. 가뜩이나 이런 판국인데, 앞으로 한탄강댐이 가져 올 폐해가 어떨 것인지는 짐작하고 남는 것이다. 한탄강댐 반대는 그렇게 논리가 간단 한 것이다. 이를 놓고 '철원은 침수가 안 되는 데 왜 주민들이 댐 반대를 하는지 모르겠다'고 하는 이가 있다면 그는 바보천치이거나, 일부러 이해 못 하는 척 딴청을 부리고 있는 것이다. 정부 그리고 정치인들이 철원 사람들의 이유 있는 댐 반대를 모를 리 없다. 모른 척 하는 것이다. 특히 수도권 발전을 지상과제로 생각하고 있거나, 심각한 지 방 폄하증에 걸려 있기 때문에 남의 아픔을 모른 척 하고 있는 것이다. 국책사업을 그런 불균형 감 각으로 처리해선 안 되는 것이다.  online payday loans: Your website is very interesting.
