 [사설] 한탄강·도암댐 문제 확실히 결론내야 [사설] 한탄강·도암댐 문제 확실히 결론내야 ( 2008-6-23 기사 ) -------------------------------------------------------------------------------- 한탄강댐 백지화와 도암댐 수질개선 문제가 여전히 안갯속이다. 주민들의 극한 반대에도 불구하고 국책 사업이라는 명분을 앞세워 강행의지를 굽히지 않아 수년째 지루한 공방만 계속되고 있을 뿐 매듭을 짓지 못하고 있다. 사안 자체가 쉽게 결론을 내릴 형편이 아닌데다 워낙 이해관계가 첨예해 어느 한쪽이 주장을 꺾지 않는 한 이견 조율이 사실상 어려운 면은 있으나 답보 상태가 너무 길어 원성이 이만저만이 아니다. 법정 소송으로 비화된 한탄강댐은 말할 것도 없고 국무총리실로 이관된 도암댐 현안 역시 차일피일 결정이 늦어져 궁금증만 더하고 있는 실정이다. 특히 댐 관련 현안으로 정부가 직·간접적인 이해 당사자가 될 수밖에 없는 특이한 민원이라 갖가지 의혹까지 덧붙어 더욱 복잡한 양상을 띠고 있다. 서울행정법원이 심리중인 한탄강댐 소송은 오는 27일 1심 선고를 앞두고 있지만 결과와 상관없이 파문이 쉽게 가라앉지 않을 전망이다. 이 소송은 지난 1월25일 조정 권고가 내려졌으나 정부와 주민 모두 이에 불복해 재판 속개를 요구한 경우여서 후유증이 불 보듯 뻔하다. 원·피고 측이 승소를 위해 제출한 탄원서나 건의서조차 한결같이 법원의 현명한 판단을 요구하면서 한편으로는 재판에 연연하지 않겠다는 배수진을 치고 있기 때문이다. 지난해 11월 당시 강원도와 한국수력원자력(주), 산업자원부(현 지식경제부)의 3자 고위급협의체의 합의로 1차 고비를 넘긴 도암댐 수질개선 문제도 여태껏 얽히고 설킨 것 이외에 아무런 진전이 없기는 마찬가지다. 홍수조절용댐 전환이라는 큰 틀의 합의를 해놓고도 수질개선 후 발전방류 재개 여부에 발목을 잡혀 극한 대치를 하고 있을 뿐이다. 어쨌든 지금 시급한 것은 하루빨리 결말을 지어 지역 민심을 안정시키는 일이다. 정부든 한수원이든 그동안 주민들에게 약속한 여러 합의 사항을 성실히 지키는 것이 순서고 도리다. 갈등이 증폭되기 전에 주민 입장에서 뒤탈 없는 용단을 조속히 내려주길 바란다.  wedding: What is your favorite wedding clothing?
