서울행정법원에 건의문
【철원】김진선 지사는 “강원도는 각종 댐으로 인해 가장 많은 피해를 입은 지역으로 지역주민들의 정서가 댐건설 반대입장인 만큼 한탄강댐 건설은 안 된다”는 내용의 건의문을 지난 7일 오후 서울행정법원에 발송했다.
김 지사는 건의문에서 “정부는 지난해 2월 지금까지 논란이 있었던 한탄강댐 건설 실시계획 고시 및 착공에 돌입했으나 1996년과 98년, 99년 등 3년간 많은 수해를 입은 철원군민들은 댐의 건설목적 및 기능변경에 대한 우려와 함께 댐 건설 후 상류지역의 배수 지체·역류로 인한 침수피해, 안개발생으로 인한 벼 수확량 감소와 수질오염 등 환경 피해를 우려해 댐 건설을 적극 반대하고 있다”고 했다.
이어 “도정을 책임지고 있는 도 지사로서 우선 이 문제와 관련해 어떠한 경우에도 철원지역에 영향이 있어서는 안 되고 또한 이런 이유로 철원군민들이 반대한다면 한탄강댐 건설은 안 된다는 것이 기본입장”이라며 “한탄강댐 건설 문제는 정밀하고 과학적이며 전문적인 분석·검토가 있은 이후에 보다 신중히 추진되는 것이 바람직하다”고 강조했다.
한탄강댐반대철원군투쟁위(위원장:구선호군의장)는 “김 지사의 건의문이 1심 선고공판을 앞두고 있는 한탄강댐 문제를 백지화하는데 큰 도움이 될 것”이라는 내용의 논평을 냈다.
