오리산 용암이 빚어낸 한탄강 수직단애(포천 영북면 운천리 부소천). 논둑길을 따라 가다 옆으로 살짝 수풀을 헤치자 펼쳐진 무릉도원이다. <포천/이상훈기자>

오리산에서 흘러내린 용암(마그마). 철원·평강 등 무려 2억평에 걸쳐 용암대지를 만들었고, 그것은 훗날 철원평야가 되었다.

그리고 그 마그마가 흘러 내려간 곳에 임진강·한탄강이 생겼고, 그 유역의 용암대지는 인류가 살기 좋은 환경이 되었다.

물이 없으면 생명도 없는 법. 임진강과 한탄강이 만나는 연천 전곡리에서 30만년 전의 세계가 펼쳐진 것은 당연하다. 1978년 전곡리 유적이 처음으로 학계에 보고된 이후, 임진강·한탄강 유역에선 20곳이 넘는 구석기 유적이 확인됐다. 지금도 강의 유역을 지나다보면 제법 넓은 용암대지들이 눈에 띄는데, 이런 곳에는 예외없이 구석기 유물들이 널려 있다.

# 널려 있는 고인류의 흔적

고인류(이들은 현생인류의 조상은 아니다)는 물을 마시기 위해 강으로 내려오는 동물을 사냥했다. 산과 들, 강가에서 자라는 식물과 그 열매를 채집했을 것이다. 겨울엔 추위를 막기 위해 움막을 지었을 것이다. 두 강 유역에서 발견되는 주먹도끼와 찍개, 주먹대패, 긁개, 밀개 등이 바로 그 흔적이다.

오리산과 그 산이 낳은 임진강과 한탄강은 한반도에서 가장 젊고 뜨거웠으며, 민감한 곳이었다. 삼국시대땐 백제－고구려－신라간 쟁탈의 요소였다. 신라－당나라가 동북아 패권을 놓고 접전을 벌이기도 했다. 대동방국의 기치를 든 궁예는 용암의 바다였던, 그래서 에너지가 충만했던 철원 풍천원 들판에 도읍을 정했다. 현대에는 한국전쟁의 접전지였으며, 분단과 냉전의 상징이기도 하다. 그러고 보면 이 지역은 남북세력이 늘 충돌했던 곳이다.

2억3000만년 전 서로 다른 대륙이 대충돌했던 지점이라 그런가. 임진강을 중심으로 각기 다른 대륙이 충돌했다는 연구성과가 발표되자 북한은 ‘남북 분단을 고착화시키려는 음모’라고 논평했다지. 오리산이 낳은 것은 인간의 역사뿐만이 아니다. 임진강·한탄강 유역의 절경까지 탄생시켰다. 불(용암)과 물이 오묘한 조화를 이룬 것이다. 바로 끊임없이 펼쳐지는 병풍의 수직단애, 즉 적벽이다. 수직단애는 왜 생겼을까.

다시 오리산 용암 이야기로 돌아가자. 오리산에서 분출하여 흘러가는 액체상태의 용암은 식어 굳을 때까지 낮은 곳을 메운다. 900~1200도에 이르는 용암은 공기 중에 노출되고, 다른 물질과 접촉하면서 급속하게 식는다. 그동안 용암 내부에 있던 기체는 빠져 나가는데, 미처 빠져나가지 못한 기체는 암석 속에 기포로 남게 된다. 철원·연천·포천·파주 등에서 구멍이 송송 뚫린 현무암이 지천에 깔려있는 이유다. 음식점 정원석으로도 이 현무암석은 인기를 끌고 있다. 그런데 용암은 급속하게 식는 과정에서 다양하고 아름다운 결정체를 이루게 된다.

# 홀연히 나타난 무릉도원

또한 현무암 내부의 절리현상은 임진강·한탄강 유역의 수직단애 풍광을 빚어냈다. 현무암이 물에 의해 침식될 때 바위가 절리면을 따라 덩어리째 떨어져 나간다. 원래 약한 현무암지대이므로 침식이 시작되면 대단히 빠른 속도로 진행된다. 침식원인이 있는 취약한 곳부터 빠르게 무너지는데 특히 수직절리현상이 있는 곳은 거의 직각에 가까운 절벽을 만들어낸다. 이것이 오늘날 임진강·한탄강 유역의 유명한 적벽이다.

특히 임진강·한탄강 유역은 기온의 연교차가 상당히 크다. 겨울 혹한이 길고, 지표에 서리가 앉는 날이 많다. 하절기엔 덥고 집중호우가 많다.

풍화와 침식 작용이 활발하게 이뤄지는 조건인 것이다. 냉탕 온탕의 조건에 거센 강물의 침식에 노출된 적벽의 하부는 계속 깎인다. 반면 물의 영향을 받지 않은 상부는 그대로 남아 있다보니 이렇게 수직절리 현상이 생긴 것이다.

지금도 임진강·한탄강의 단애면 침식은 육안으로 관찰할 수 있을 정도다. 단애 아래 절리면을 따라 떨어져나온 현무암괴가 수북하게 쌓여 있다. 어쨌든 오리산이 품어낸 용암과 물, 바람, 날씨의 자연이 빚어낸 절경이 끊임없이 이어졌다.

그런데…. 요즘 한탄강 유역을 지나다 보면 이곳저곳에 빨간 깃발이 꽂혀 있다. 그것은 바로 수몰선(보상선)이다. 정부가 연천 고문리에 한탄강댐을 세우려 하는 것이다. 본댐 길이 694ｍ(보조댐은 두 곳에 280ｍ), 높이 83ｍ 규모로 지으려는 한탄강댐에 투입될 예산은 1조2000억원. 정부는 고질적인 임진강 유역 홍수를 막기 위해 이곳 한탄강에 댐을 세우려는 것이라고 밝힌 바 있다. 수몰되는 지역은 지금 수몰선 깃발이 꽂힌 해발 114.4ｍ이며, 포천시 관인면·영북면·창수면, 연천군 연천읍, 철원군 갈말읍 등 3개 시·군에 이른다.

정부는 수몰기간이라야 1년에 15일밖에 되지 않으므로 한탄강 유역의 생태와 환경에 영향을 끼치지 않을 것이라 보고 있다.

하지만 말이다. 절대 인간의 잣대로 쉽게 결정해서는 안될 일이다. 평강 오리산은 영겁의 세월을 거쳐 자연의 조화를 빚어냈다. 오리산의 화산 분출은 수천만년의 역사를 갖고 있다. 연천 전곡리 현무암 연대만 따져도 50만년 전이다. 그 세월동안 한탄강 유역은 화산지형의 두부침식(頭部浸蝕)과 하식애(河蝕崖)로 이뤄진 수직단애, 즉 적벽이 끊임없이 이어진 곳이다. 그런 수직단애 26㎞가 한순간에 수몰되는 것이다.

어느 날, 기자는 짬을 내 한탄강 수몰지역을 찾았다. 포천 영북면 운천리. 한적한 논두렁을 따라 가는 길. 바로 그 곁에 한탄강 비경이 숨어있을 줄이야. 논두렁에서 벗어나 수풀을 헤치고 몇걸음 가자 별세계가 펼쳐졌다. 곧바로 30~40ｍ의 깎아지를 듯한 절벽이 눈앞에 펼쳐진 것이다. 이곳이 바로 무릉도원인가. 도연명의 기분이 이랬겠지. 이우형씨(현강문화연구소장)가 저기 저편을 가리킨다.

“저기 보세요. 저기가 부소천(한탄강의 지류) 합류 지점입니다.”

절정의 수직단애가 강을 품에 안은 채 끝없이 펼쳐지고 있었다. 평소 고소공포증이 있는 기자는 현기증이 났다.

부들부들 사진 몇장 찍고는 다시 발걸음을 옮겼다. 영북면 대회산리. 마을의 밭둑을 따라 가다 차를 세웠다. 역시 별세계였다. 이곳은 드라마 ‘신돈’이 촬영됐던 곳으로 그나마 알려진 비둘기낭이다. 아치형의 주상절리 동굴과 현무암 수직절벽이 꿈처럼 펼쳐져 있다. 이뿐인가. 겸재 정선의 진경산수화는 물론 한시 150여편에 등장했던 화적연(포천시 관인면 사정리)은 또 어떻고.

# 한탄강댐?

건설교통부와 수자원공사가 댐 건설을 강행하려 하자 환경·생태파괴를 우려하는 피해주민들이 중심이 되어 소송을 제기했다. 바야흐로 법정 싸움으로 비화된 것이다. 기자는 여기서 인간의 싸움을 논하고 싶지 않다.

한탄강·임진강이 빚어낸 절정의 자연환경은 무엇인가. 작고 수수한 화산, 오리산이 수천만년 전에서 수십만년 전 사이에 여러 차례 산고의 아픔을 겪으며 낳은 땅과 강이다. 인간은 30만년 전부터 어머니 산이 빚어낸 땅, 그리고 강에서 터전을 잡고 살았다.

그런데 지금 인간이 그런 땅과 강의 역사를 한 순간에 왜곡시키려 한다. 다른 여러 사람들을 위해 할 수 없는 결정이라고 한다. 한번 묻고 싶다. 그것은 정말 옳은 결정인가. 정말 후회하지 않겠는가.
