수질개선 차질… 11년만에 비용 3배 늘어

경기도 시흥시와 화성시, 안산시에 접한 인공호수인 시화호가 수질개선 사업에 차질을 빚으면서 국민세금을 빨아들이는 ‘밑 빠진 독’이 되고 있다.

10일 본지가 입수한 ‘2단계 시화호 종합관리계획’에 따르면 정부는 지난 7일 시화호관리위원회를 열어 시화호 수질개선 등을 위해 1996~ 2006년까지 투입한 5301억원을 포함, 2011년까지 총 1조2488억원의 사업비를 투입하기로 했다. 주로 하·폐수 처리장 신설, 해수유통 확대를 위한 조력발전소 건설 등에 쓰일 예정이다. 이로써 시화호 환경개선 사업비는 1996년 첫 계획수립 당시 4493억원에서 11년 만에 규모가 세 배 가량 커졌다.

정부 관계자는 “1998년부터 시화호에 바닷물을 유통시켰지만 수질개선 목표 달성에 실패해 사업비 증액이 불가피하다”고 했다. 수자원공사에 따르면, 시화호의 작년 평균 화학적산소요구량(COD)은 4.7PPM으로, 담수호가 조성된 1994년(5.2PPM) 수준과 비슷했다. 수천억원의 수질개선 사업비를 들이고도 최하 등급인 3등급(4PPM 이하)에 미치지 못한 것이다. 당초 작년까지 2등급(2PPM 이하)을 달성한다는 것이 정부의 목표였다.
