건교부, 한탄강 댐 건설 사업 착수 하겠다고?
사회적 논의와 합의가 이루어지기라도 했다는 말인가

지난 15일 연천군 전곡읍 고문리 주민들은 수자원공사로부터 한 통의 공문을 접하게 된다. 바로 ‘한탄강홍수조절용댐 보상계획 안내문’이다. 그 동안 주민들은 한탄강 댐의 효용가치에 대해서 끊임없이 문제제기를 했고 댐에 대한 논의가 길어지자 주민들 사이에 얼굴을 붉히는 일이 발생하기도 했다.

그리고 연말 다시 그 공문이 동네로 들어왔다. 워낙 오래된 일이다 보니 이제는 그러려니 하지만 아직 무엇 하나 정확하게 결론나지도, 또 주민들의 동의도 얻지 못하는 사업에 대해 이렇게 일방적인 보상계획을 발표한 것에는 불쾌감을 감추지 못하는 모습이었다.

신승강 고문1리 이장 역시 그 불쾌함을 감추지 않았다. 그는 주민들이 그 공문을 받자마자 전부 찢어버렸다고 전한다. 이런 보상 공문에, 또 저런 공문에 시달려온 세월이 자그마치 10년 가까이 돼 가니 그렇게 놀랄 일은 아니다.

“왜 보냈는지 모르겠어요. 이제는 주민들이 불안해하지도 않어요. 하지만 아, 아직 될지 안 될지도 모르는 일을 두고서 공문을 보내서 이러니, 저러니 하면 안 되잖어요. 그냥 어 내일 곧 될 것처럼 먼저 그렇게 공문을 보내고 그렇게 해서는 안 되지. 이야기가 끝나고 난 다음에 보내도 보내야 될 것 아녀. 안 그래요?”

건교부, 일단 첫 삽 뜨고 보자는 식 인가?

여기에 건설교통부는 20일 “총 저수용량 전량을 홍수조절에 사용, 군남홍수조절지(경기 연천, 홍수조절용량 0.7억㎥)와 함께 임진강 유역의 홍수피해 경감에 크게 기여할 것으로 기대된다”며 한탄강홍수조절댐 건설 기본계획을 고시하고 사업에 착수한다고 밝혔다.

하지만 이 사업은 아직 지역 주민의 동의조차 이루어지지 않았다. 또한 내년 사업예산안 역시 연말 국회에서 통과될지 안 될지 모르는 상황이다. 또한 환경영향평가 역시 다시 해야 할 상황이다. 올해 계획이 변경된 이 후의 사회적 합의 역시 이루어지기 않기는 마찬가지다.

19일 건교부 관계자는 “이미 총리실 산하 임진강특위에서 결정된 사안이기 때문에 건설 철회는 어렵다”고 건설에 대한 강한 의지를 내 비추었다. 주민 동의에 대해서도 “철원지역 주민들의 반발이 있었지만 처음과는 다르게 많은 주민들이 이해하는 분위기다. 이에 동의하는 주민들이 많이 늘었다”고 밝혔다.

과연 그럴까? 최종철 한탄강댐건설반대 철원군투쟁위 사무차장의 이야기는 다르다. 그는 “여론 조사를 한 것인지, 직접 만난 것인지 모르겠지만 철원군 이장 협의회가 대책위에서 함께하고 있다. 철원군의 모든 마을 이장들이 여기에 참여하고 있는데 누구에게 듣고 찬성의견이 많아졌다는 것이냐?”며 의아해 했다.

최 사무차장 이어 “정부가 결정하면 무조건 국민은 따라야 하는가? 정부가 먼저인가, 국민이 먼저인가? 아직 합의가 되지 않은 사업에 대해 그저 결정됐으니 해야 한다는 행정 만능 사고는 곤란하다. 관료들의 관존민비적 생각은 버려야 한다. 국민의 목소리를 먼저 듣는 것이 먼저다”라며 지역 주민의 의사와는 상관없이 사업을 계속 강행하는 정부를 강하게 비판했다.

지난달 국회 건설교통위 소관 예산안 예비심사 보고서에서도 이 점을 지적하고 있다. 보고서에는 “지역협의체의 정상적인 운영은 어려워질 것으로 보이고 이러한 상태에서 댐건설기본계획이 고시될 경우 상황이 더욱 악화될 우려도 있는 것으로 보임”이라며 지역주민들에 대한 설득노력을 강조했다. 하지만 상황은 그렇지 않다. 수자원공사의 주민 보상 공문이나 건교부의 이번 한탄강홍수조절댐 건설 기본계획 고시는 주민들의 의사와는 아무 상관없이 진행되고 있다.

그리고 정부는 그간 주민들이 요구한 대화와 정보공개와 타당성의 공개검증의 요구에 대해 한 번도 성의 있는 대답을 보인바 없다. 최 사무차장은 바로 이 점을 지적했다. 그는 “지난 8월 이후 주민대책위는 정부에 수차례 타당성의 공개검증과 주민 공청회 등을 요구해 왔지만 아직까지 성의 있는 답변을 듣지 못하고 있다. 지금 하는 것을 보면 마치 새만금 사업을 보는 것 같다. 일단 공사부터 시작하고 그 타당성 검증에 대해서는 미루는 거다”며 공사가 진척되면 그간의 투여된 예산을 들먹이며 건설을 강행하지 않을까 우려했다.

주민, 환경단체 즉각 반발

건교부의 기본계획 고시 소식이 전해지자 주민대책위와 환경단체는 19일 각각 성명과 논평을 통해 기본계획 고시를 즉각 중단할 것을 요구했다. 한탄강댐건설반대 공동투쟁위원회는 성명에서 건설교통부 언론플레이를 하고 있다면 즉각 이 같은 행위를 중지할 것을 요구했다. 이들은 “국회에 요청된 한탄강 댐 건설 예산 삭감이 확실해지자 이에 당황한 건설교통부에서 19일, 한탄강 홍수조절댐 건설 기본계획 고시를 20일자로 발표하고 사업에 착수한다는 언론 플레이를 하는 작태는 국민의 심판을 받아 마땅하다”고 비판했다.

이들은 고시 이전 예산도 확보되지 않은 상태에서 수자원공사가 15일자로 한탄강 홍수조절용댐 보상계획 안내문을 연천군 고문리 소재 토지 소유자 214명에게 발송한 것은 정당한 법절차를 무시한 행위라고 지적하고 “한탄강 댐 건설 문제와 관련해 환경영향평가가 완료되기 전에 대림 산업을 사업자로 확정하는 상식 이하의 절차로 국민의 지탄을 받았던 건설교통부에서 국회에서 예산을 심의 중인 사업에 대해 건설교통부가 확정된 것처럼 떠드는 것은 불리한 국면을 만회 해보려는 뻔한 속셈”이라고 꼬집었다.

이어 이들은 “한탄강 지역주민들의 진정(眞正)한 반대 의사를 무시하는 것이다. 따라서 대한민국 국회는 신성(神聖)한 권위를 무시한 건설교통부의 한탄강 댐 예산(150억원)을 전액 삭감하는 일이 국민과 역사 앞에 위상을 정립하는 유일한 길”임을 강조하며 댐 예산의 전액 삭감을 주장했다.

환경운동연합 역시 논평을 통해 건교부의 이번 기본계획 고시를 비판했다. 환경련은 ‘건교부는 한탄강댐 기본계획 고시를 멈춰라’는 논평을 통해 “이럴 거라면 아예 환경부가 환경영향평가를 협의해준 2003년 7월 달에 후다닥 기본계획을 고시하고 사업에 착수하면 됐지 왜 지금껏 3년 이상 시간을 끌면서 지역주민들과 환경단체를 기만했던 것인지 궁금해질 정도다”라며 “4개월 전에는 국무총리를 속여 댐 건설 결정을 유도하더니 이번에는 허겁지겁 기본계획을 고시해서 일단 사업을 시작하고 보겠다는 것”이라고 건교부의 태도를 꼬집었다.

이들은 한탄강댐과 이해관계가 있는 연천군, 포천시, 철원군 중에서 포천시와 철원군은 건교부가 주도하는 “한여울지역발전협의회”의 참여를 거부했기 때문에 사실상 이 협의회는 무산됐다는 점을 이야기했다. 환경련은 “수몰면적의 76%, 수몰가구의 80%를 차지하는 포천시가 한탄강댐을 반대하기 때문에 건교부는 댐 건설 자체를 재검토하고 다른 대안을 찾아야만 하는 상황이었다. 이렇기 때문에 국회 건설교통위원회의 전문위원들도 2007년 건교부의 예산안을 심의하면서 한탄강댐의 경우 만약 건교부가 기본계획을 고시한다면 상황이 더욱 악화될 것임을 우려하기도 했다”는 점을 상기시켰다.

환경련은 한탄강과 임진강의 홍수방어 대책은 완벽하게 세워져 있다고 강조하고 “이런 마당에 한탄강 홍수조절댐을 지어봤자 1년에 단 한 번도 사용하지 않을 가능성이 매우 농후하다. 그렇다고 댐을 사용하기 위해서 홍수가 나기를 바랄 수도 없다. 한탄강댐은 건설돼 봤자 2조원이 넘는 쓸모없는 콘크리트 덩어리로 전락될 수밖에 없는 운명”이라며 건교부가 한탄강댐 기본계획 고시를 멈춰야 한다고 주장했다. 한편 환경단체와 주민대책위는 지난달 28일 한탄강댐 사업과 관련해 국무조정실 임진강유역홍수대책특별위원회, 검증·평가실무위원회, 건설교통부, 한국수자원 공사를 상대로 한 국민감사청구서를 제출한 바 있다.
