우리는 지난 10여 년간 진실과 타당성이 없는 한탄강 댐 백지화를 위해 한마음 한뜻으로 노력하여 왔다.

왜 강원도 철원군민들은 한탄강 댐 건설을 원천적으로 반대하는가?

한마디로 파주 문산의 수해방지를 위해 임진강의 지류(支流)인 한탄강에 댐을 건설하는 것이 최선의 대안이 아니며, 2조원의 국민 혈세가 들어감에도 그 실제 효과가 미미하기 때문이다. 또한 우리의 이웃인 연천 · 포천에 986여명의 수몰이주민과 환경파괴가 발생하는 댐건설은 최후의 수단이어야 하며, 상·하류가 상생할 수 있는 미래지향적이며 합리적인 대안(제방+천변저류지 및 임진강 하구 준설, 군남댐 증고)이 있기 때문이다.

우리는 지난 6월 27일 서울행정법원 제4부(이경구 부장판사)의 원칙과 타당성이 없는 판결에 분노하며, 7월 7일 서울고등법원에 항소장을 제출하였다. 우리는 법무법인 나라의 최춘근 변호사와 최석범 한강수자원연구소장과 함께 2심 승소를 위해 최선의 노력을 다할 것이며, 큰 결과가 올 것임을 자신한다.

이곳 철원은 우리나라 역사의 한 페이지를 차지하고 있는 태봉국과 고려국이 세워졌던 왕도(王都)로, 찬란한 고난 극복의 역사를 가지고 있는 땅이며, 광복회장을 역임한 고 이강훈(李康勳) 선생의 고향이기도 하다. 지금은 군사적으로 최북단에 위치해 역사적인 역할을 다하지 못하고 있지만 통일이 된다면 다시 한번 한반도의 중심으로 이 나라를 호령할 것이다.

그렇기 때문에 이 지역에 흉물스러운 댐이 들어서서 왕도로 가는 교통의 요충지를 막아서는 안 되는 것이며, 자연생태의 보고이며 한반도의 관상동맥인 한탄강을 수몰시켜서는 안 된다.

우리는 정부와 어떠한 대화도 필요 없음을 분명히 밝히며, 지금이라도 정부는 정책전환(남북한간 임진강 공동치수)을 통해, 한탄강 댐 건설을 자진철회 하기를 간곡히 소망한다.

퇴로는 없으며 진검승부를 통해 승부를 결할 뿐이다. 지더라도 깨끗하게 질 것이며 모든 것을 역사적 판단에 맡길 것이다. 역사에 패배란 없다. 오늘의 실패는 내일의 유산이 될 것임을 우리는 확신한다.

삼한의 슬기와 태봉의 영롱한 얼을 이어 받은 우리 철원군민은 우람한 금학(金鶴) · 오성산(五聖山)의 정기와 줄기찬 한탄강의 여울에서 독립자존(獨立自存)의 의기(義氣)를 배웠고 드넓은 東州벌에서 활달한 기상을 익혔다.

내가 낳고 내가 자라고 내가 묻힐 이 소담스러운 산하(山河)에 더 큰 희망(希望)을 위해 한탄강 댐을 백지화 시키자.

그리하여 우리 후손들의 아름다운 미래(未來)를 위한 소중한 초석을 마련하자. 우리에게는 영원한 정전(征戰)과 승리의 길만이 있을 뿐이다.
