(서울=연합뉴스) 박대한 기자 = 김종훈 통상교섭본부장은 12일 외교통상부 청사에서 열린 브리핑에서 미국산 쇠고기 추가협상 결과의 명문화 여부에 대해 "문서보증을 할 경우 정부의 간여가 형식상 너무 두드러지는 문제점이 분명히 있고 그러한 문제는 또 다른 문제를 낳을 수 있어 지혜를 모아야 한다"고 밝혔다.

다음은 김 본부장과 일문일답.

-- 이번 협상이 재협상인가. 일정은.

▲우선 양국 간 합의가 지난 4월18일 발표됐다. 거기에 담긴 실질 내용을 바꾸는데는 여러가지 방법이 있을 수 있다. 다만 여기서 주의해야 할 부분은 국제사회에서 우리나라에 대한 신뢰 문제가 부각되지 않도록 하면서도 동일한 효과를 가져오는 것이 가장 지혜로운 방법이다. 협상 일정은 제가 내일 떠나면 금요일부터 양측이 마주 앉을 수 있다.

-- 그동안 대규모 집회가 계속됐는데 이제야 미국에 가는 이유는.

▲그간 국민적 논란이 있으면서 양국 외교채널 간에는 협의가 계속돼 왔다. 그러한 협의의 일환으로 박덕배 농식품부 2차관이 이미 방미 중에 있다. 또 한가지는 그동안 수전 슈워브 미 무역대표부(USTR) 대표가 장기 해외출장 중에 있었다. 제가 가겠다는 얘기를 했고, 슈워브 대표가 귀국하는 걸로 얘기가 돼 제가 가는 것이다. 책임있게 하는게 좋겠다고 생각했다. 제가 가면은 기왕에 가있는 우리 농식품부 2차관과 협동으로 임할 예정이다.

-- 민간자율규제가 합의되면 이것을 명문화하는데 대해 미국이 어떤 반응을 보이고 있나. 거부하면 어떻게 되나.

▲민간 간의 합의가 실질적이고 효과적으로 집행되고, 그렇게 함으로써 우리 소비자들의 신뢰가 다시 회복되도록 하는 것이 제가 가는 목적이다. 그 과정에서 어떤 형태로든지 정부의 역할이 필요하다는 생각은 갖고 있다. 다만 그러한 정부 역할이 어떤 형식으로 하는 것이 좋은지는 깊이 생각해봐야 한다.

우리든 미국이든 국제통상에서 비중있는 교역국이다. 양국이 지향하는 규범에 따른 통상, 영어로 트레이드 바이 룰(trade by rule)에 따라 여러가지 고려해야 하는 측면이 있다. 문서보증을 할 방법이 있는가 하는데 그렇게 할 경우 정부의 간여가 형식상 너무 두드러지는 문제점이 분명히 있고, 그러한 문제는 또 다른 문제를 낳을 수 있어 지혜를 모아야 한다.
