나라가 혼란스럽다. 곧 나아진다던 경제는 도무지 회생의 기미를 보이지 않는다. 한편에서는 이러다가 일본이 겪은 장기 불황의 늪으로 빠질지 모른다는 경고의 소리가 들리고, 다른 한편에서는 지나친 걱정이 오히려 화를 자초한다고 경제위기론을 배척하고 있다. 현재의 우리 경제를 어떻게 보느냐는 진단은 시각에 따라 달라질 수 있다. 집이 물에 떠내려가야 위기라고 생각하는 사람도 있을 것이고 비만 오면 물난리 걱정에 잠 못 이루는 이웃도 있을 것이다. 그러나 홍수에 대한 제대로 된 위기의식과 대비책만 있다면 어디서부터 위기로 보아야 하느냐는 식의 논쟁은 껍데기에 불과하다. 그런데 정부나 국회에서 흘러나오는 얘기를 들어보면 진지한 고민의 결과라기보다는 정치적 힘겨루기로 느껴지는 경우가 많다. 대다수 국민이 우려하고 전문가들도 동의하는 경제현안들이 왜 높은 양반들의 입만 통과하면 논쟁이 되어 싸움으로 번지는지는 알다가도 모를 일이다.

잘라서 말해보자. 수출 덕분에 어느 정도 성장은 유지하지만 기업이 투자하지 않는 경제의 미래는 밝을 수 없다. 이것을 부인한다면 경제를 논할 자격조차 없다. 세월이 지나며 강둑이 조금씩 허물어지는 데도 당장 비가 오지 않는다고 내버려둘 수는 없는 일이다. 생산적 투자의 침체는 어제 오늘의 일이 아니라 외환위기 이후 일관되게 진행되는 추세다. 단기적 경기 순환의 문제가 아니라 구조적 문제점을 내포하고 있다고 보아야 한다. 이러다 보니 금리나 세금 인하와 같은 가격유인이 별 효과가 없는 것은 당연하다. 비용 문제라기보다는 미래의 수익에 대한 확신이 없기 때문에 장기 투자가 힘든 것이다. 투자결정에 따른 기대 이익이 아무리 크다 하더라도 이에 따른 위험 부담이 크다면 기업은 움츠릴 수밖에 없다. 한마디로 모든 것이 너무 불확실하다.

그런데 놀랍게도 지난 몇 년 동안의 정부 정책이나 국회 논의를 보면 우리 경제가 당면한 가장 시급한 문제인 투자 위축, 나아가 성장잠재력 잠식에 대한 논의는 외면되어 왔음을 알 수 있다. 물론 이런저런 투자유인도 제공됐고 노사갈등 해소나 규제완화와 같은 원론적 제안도 없지 않았지만 문제의 핵심인 시장의 불확실성을 줄이기 위한 근본적인 대안과 체계적인 노력이 있었다고 보기는 힘들다. 오히려 김대중 정부 후반부로 들어서면 금융구조조정이나 기업투명성 확보를 위한 정책 의지는 약해지고 대신 신용카드 남발과 같은 대증요법으로 ‘반짝 경기’를 유지하는 어이없는 일이 벌어진다. 덕분에 신용불량자가 양산되고 안정되는 듯했던 금융시장은 또다시 흔들렸다.

노무현 정부가 들어선 이후 시장제도 정립을 위한 제대로 된 개혁에 대한 기대가 컸다. 세계경제의 회복세에 힘입어 수출에 탄성이 붙으며 경제 내부의 구조적 부실에 다시 손댈 수 있는 거시적 여건도 성숙했다. 결국 시장의 구조적 불확실성을 줄여야 투자가 살아나고 일자리도 생기고 소비심리도 회복될 수 있는 것이다. 그러나 정권 초기부터 끊이지 않는 정쟁(政爭)의 소용돌이에서 참여정부는 새 정권이 누릴 수 있는 추진력의 상당부분을 소진했다. 야당이 개혁 과제에 협조하지 않은 것이야 어느 정도 예상한 일이지만 ‘동북아 중심국가’나 ‘국민소득 2만달러’와 같이 현실과 동떨어진 구호를 비전으로 내세운 것은 정권 초기의 정책능력 부재를 스스로 드러낸 일이었다.

건설적 비판도 ‘개혁 흔들기’취급

무릇 정부가 제대로 일을 하려면 정책의 비전이 뚜렷해야 하고 전략이 현실적이어야 한다. 멋진 구호나 원론적 방법론보다는 실제 정부가 쓸 수 있는 자원이 얼마인지부터 파악하고, 이를 바탕으로 정책목표의 우선순위를 분명히 해야 한다. 주어진 목표를 달성하기 위한 최선의 수단을 선택하기 위해서는 특정 정책이 초래할 편익과 비용에 대한 엄밀한 분석이 선행되어야 한다. 또 정책의 내용 못지않게 집행 가능성도 고려해야 한다. 아무리 좋은 정책이라도 경제주체가 수용하지 않으면 제 효과를 낼 수 없는 일이다. 또한 정책담당자는 환경의 변화에 따라 정책 수단을 수정하고 보완할 수 있는 순발력과 기동력을 갖추어야 한다. 최선의 선택이란 고정된 것이 아니라 주어진 현실 여건에 바탕을 두는 것이다.

이런 점들을 고려할 때 참여정부 첫 해의 경제정책은 정권 초기의 적응 기간이라는 점을 고려하더라도 무척 실망스러웠다. 무엇보다 개혁 정당성 확보와 정책 우선순위의 조정이라는 차원에서 실기(失機)와 실책이 적지 않았다. 기득권 세력의 지원을 받지 못하는 소수 정권으로서는 한편으로 지지 기반의 확대를 꾀하고 다른 한편으로 몇 개의 핵심 정책에 초점을 맞추어 정책 자원의 낭비를 피해야 했다. 그러나 개혁 성향의 학자들이 제시하는 건설적인 비판조차 ‘개혁 흔들기’라 외면하고, 이념 중립적인 학문적 견해인 데도 정부와 견해가 다르면 편견으로 치부해버리는 식의 자기방어적인 태도를 보이면서 논리가 앞서야 할 경제 분야에 감정이 지배하는 현상이 두드러지기 시작했다.

이러한 대립적 정책환경 조성에 동반자 노릇을 한 것은 참여정부 초기 다수 의석을 점했던 한나라당이다. 정책 입법을 주도할 수 있는 국회 제1당으로서 정책정당의 면모를 보이기는커녕 야당의 선명성을 드러내며 민생과 경제를 위한 정부 비판을 주도하는 데도 실패했다. 자신의 전통적 지지기반인 보수계층과 개혁적인 정부 비판그룹 사이에서 어정쩡한 줄타기를 하며 그때그때 정책 현안에 끌려다니는 모습밖에 보이지 못했다. 참여정부의 동북아 허브 전략이 현실성이 없는 비전이라면 다른 대안을 제시하고, 국민소득 2만달러가 공허한 약속이라면 민생 향상을 위한 구체적인 그림을 제시하는 것이 다수 야당이 당연히 해야 할 몫이었다.

외환위기라는 고비를 넘기고 우리 경제를 새로운 성장 궤도에 올려놓기 위해 모두 머리를 맞대고 진지하게 고민해야 할 시점에 국민이 목격한 것은 책임 있는 계층의 무책임한 충돌이었다. 막말과 삿대질이 오가는 정치판의 더러운 습성이 민생과 경제 영역에까지 전염되는 것을 보며 개탄과 분노의 목소리가 커져갔다. 당연히 해야 할 개혁, 이념과는 무관한 정책들까지 정쟁의 대상이 되다 보니 자연히 바른 말을 하는 사람의 수가 줄어들 수밖에 없다. 객관적이고 중립적인 견제가 약해진 사회에서 무책임한 주장이 난무하는 것은 하나도 이상할 것이 없다. 도대체 요즘 경제 문제 중에서 싸움의 소재가 되지 않는 것을 찾기 힘들 정도다. 자신과 의견이 조금만 다르면 상대의 심중이나 배경까지 멋대로 분석하며 편가르기를 한다.

교육 부동산 노동시장 금융부실 국민연금 빈부격차 공정거래 정부혁신 지방분권 등 중요한 경제현안치고 정쟁의 대상이 아닌 것이 드물다. 싸움의 주역도 다양해 여당, 야당, 청와대, 정부 부처에다 언론 및 사회단체까지 얽히고설키는 통에 도대체 누가 누구의 이익을 반영하는지 헷갈릴 때가 적지 않다. 이런 와중에 행정수도 이전을 둘러싸고 극심한 사회혼란과 대립이 야기되고 있다. 여기에다 국가균형발전, 농어촌특별대책, 장기공공임대주택 건설, 자주국방 등 대규모 국책사업의 타당성과 재원 조달을 둘러싼 논란까지 가세하면서 세상이 온통 말싸움 천지로 변해버렸다.

경제현안마저 정쟁의 대상으로

끊임없는 논쟁의 결과는 무엇인가. 결국 정책의 불확실성으로 이어질 것은 뻔한 이치다. 모두 하나같이 국민 후생과 나라 장래를 위한다고 외쳐대지만 경제는 가라앉고 있다. 정책을 얘기할 능력이 있는 사람은 무대에서 사라지고 얄팍한 이익을 챙기려는 사람만 기세등등하게 거리를 누비는 천박한 ‘갈라먹기 시대’가 펼쳐지고 있는 것이다. 이런 상황에서 평범한 소비자나 기업가들이 불안해하는 것은 당연한 일이다. 뭔가 앞이 보여야 계획을 세워 돈을 쓰거나 사업을 벌일 것이 아닌가.

생산을 하지 않는 경제는 성장할 수 없다. 성장하지 않는 경제일수록 분배를 둘러싼 갈등은 심해지기 마련이다. 이것은 이념과는 상관없는 평범한 세상살이의 한 단면일 뿐이다. 최근 우리 경제를 둘러싼 각종 논쟁과 갈등의 속내를 들여다보면 실제 뚜렷한 이념 차이에서 비롯된 것은 많지 않다. 다만 만족하지 못하기 때문에 제 목소리를 내는 것이다. 아무리 경제가 성장해도 분배가 공평하지 않으면 불만이 나올 수밖에 없다. 지난 수십 년간 지속된 성장일변도 정책의 후유증이 하루아침에 사라질 수는 없다. 경제구조에 누적된 비효율은 외환위기로 표출됐지만 사람들 마음속에 쌓인 불공평 심리가 해소되려면 더 많은 세월이 필요하다. 남의 것을 강제로 빼앗을 수는 없기 때문이다. 결국 성장과 분배가 함께 좋아져야 한다는 얘기다.

경제를 대충 이해하는 사람들이 가장 멋대로 쓰는 표현이 성장과 안정, 성장과 분배의 상충관계이다. 예전에는 장관이 새로 임명되면 그가 성장론자냐 안정론자냐를 놓고 토론이 벌어졌다. 요즘은 성장론자와 분배론자를 구분하는 것으로 유행이 바뀌었다. 일반 국민이야 언론에 의존하다 보니 그렇다 치더라도 지식인이라 자처하는 사람들조차 이렇게 유치한 논법에 의존하는 경우가 적지 않다.

성장이 안정 또는 분배와 갈등을 일으키는 것은 단기적인 현상이다. 경제는 생산과 수요가 균형을 이뤄야 안정적으로 성장한다. 그런데 생산능력에 비해 지나치게 수요가 늘면 당장은 생산이 늘고 실업이 줄겠지만 물가 상승 등 불안정을 초래하기 쉽다. 그러나 물가 불안이 지속되어 가격의 자원배분 기능이 파괴되면 경제활동이 위축되며 남미 국가들처럼 만성적인 경제위기가 초래될 수 있다. 장기적으로는 안정 없이 성장을 유지하기 힘들다는 것이다. 국제 금융시장의 통합으로 실물경제의 충격이 국경을 넘어 쉽게 전파되는 개방적 환경에서는 안정이 성장의 필수조건이다.

성장이 지속적으로 위축되면 가진 자보다는 사회적 약자의 피해가 클 수밖에 없다. 잘사는 나라일수록 복지정책에 대한 정부의 여력도, 사회적 관용도 높아지게 마련이다. 즉 장기적으로는 성장과 분배가 함께 이루어지는 경우가 대부분이다. 다만 단기적으로는 분배 개선을 위한 정책 수단들이 자원배분의 효율성면에서 최선의 선택이 아닌 경우가 많다. 그러나 단기적으로 다소 성장을 저해하는 정책일지라도 사회 안정과 저소득계층의 인적 자본 향상에 효과가 있다면 장기적인 성장잠재력 향상에 도움을 줄 수도 있다. 반면 적절한 성장과 분배 목표의 조합에 실패해 정치논리에 의한 갈라먹기가 본격화하면 성장과는 무관한 분배정책이 압도하게 되어 경제는 추락할 것이다. 현명한 정부라면 장기적인 관점에서 국민 후생을 높일 수 있는 복지정책의 체계를 갖추어야 하고 이를 국민에게 설득할 수 있어야 한다.

결국 사회구성원의 잠재적 불만을 생산적 의욕으로 전환하는 것은 정부의 몫이다. 정부가 제 구실을 못 하면 계층과 집단을 대변하는 개별적인 목소리가 커진다. 정부는 주어진 자원을 어떤 순위에 따라 사용할지 정해야 한다. 단기적으로 성장이냐 복지냐 하는 어설픈 논리에 집착하지 말고 장기적으로 국민을 만족시킬 수 있는 큰 틀을 짜야 한다. 이러한 정책구조 결정에 도구이자 제약이 되는 것이 바로 정부 재정이다. 재정이 흔들리면 제대로 된 정책을 펴기 힘들고 궁극적으로 경제는 무너진다. 그러나 의욕 있는 정부라면 자신이 동원할 수 있는 재원에 비해 쓰고자 하는 용도가 넘칠 것이다. 이 경우 어떤 식으로 재정을 운영하느냐에 따라 정부 정책의 윤곽이 결정된다.

정부 실패가 경제위기 부른다

정상적인 재정수입만으로 정부기능을 수행하기 힘든 경우 우선 선택할 수 있는 방법이 재정적자를 통한 재원 조달이다. 기업이건 나라건 책임 있는 방식으로 돈을 빌려 쓰고 갚는다면 일시적인 적자는 문제가 되지 않는다. 그러나 정치적으로 정부를 견제할 수 있는 세력이 취약한 상황에서 공공부문이 지나치게 비대해지면 경쟁 부재로 인한 부패와 비효율이 수반되기 쉽다. 정부가 제 구실을 못하는 만큼 성장은 좌초하고 세금은 덜 걷힐 것이며 그 결과로 재정적자는 구조적으로 고착되기 쉽다. 이 경우 무능하고 부도덕한 정부는 통화 증발의 유혹을 떨치기 힘들다. 그러나 의도적인 인플레이션을 통해 간접적으로 세금을 걷는 편법이 오래갈 수 없다. 결국 물가가 급등하고 사재기 열풍이 불며 외국 자본은 빠져 나가는 나락의 길로 향할 수밖에 없다. 이것이 바로 1980년대에 남미 국가를 휩쓴 경제위기의 단면이다.

이와는 대조적으로 우리는 적자재정 대신 금융 및 산업 분야에 대한 직접규제 방식을 통하여 재정에서 가능하지 않은 정부기능을 수행하려 했다. 금융산업의 낙후와 저임금을 발판으로 한 이러한 성장전략은 경제규모가 크지 않던 시기에는 그 이득이 비용보다 클 수 있었다. 그러나 경제규모가 커지며 금융부문의 인위적 규제에 수반되는 비효율이 급증했고, 성장이라는 과실의 공정한 배분을 요구하는 노동자의 목소리도 커져갔다. 정부의 암묵적 보증과 계열사간 상호보증 관행을 발판으로 한 무분별한 차입 경영은 결국 무리한 투자 행태로 이어져 자본의 생산성을 하락시켰다. 1997년에 터진 외환위기는 이처럼 누적된 구조적 비효율이 일시에 터져 나온 결과라 할 수 있다.

요컨대, 남미의 외환위기와 우리의 경우를 비교해 보면 경로는 다르지만 정부의 실패가 경제위기로 이어졌다는 점은 동일하다. 특히 대비되는 점이 정부 재정이다. 비대한 공공부문과 방만한 재정운영이 남미 국가들의 함정이었다면 무분별한 규제를 매개로 한 정경유착의 폐해가 한국경제의 아킬레스건이었다. 우리의 경우 그나마 위기에서 빠르게 벗어날 수 있었던 요인은 소극적인 재정 운영으로 적자재정이나 국가부채의 제약이 없었기 때문이다. 기업과 금융이 초래한 부실의 상당부분을 재정에서 조달한 공적 자금으로 흡수했기에 민간 부문을 빠르게 회생시킬 수 있었다. 그러나 아직 비효율과 불평등의 근본 원인이 치유됐다고 보기는 힘들다.

사회적 위험을 정부 재정이 흡수해야

그래서 금융과 기업 부문의 구조조정을 강조하는 것이다. 비교적 건전한 재정 덕분에 시간적 여유를 번 것일 뿐, 은행과 기업의 체질이 근본적으로 달라진 것은 아니기 때문이다. 여기에다 400만명의 신용불량자 문제는 금융시장을 마비시킬 수 있는 또 하나의 핵폭탄으로 자라나고 있다. 교육과 노동 부문이 지식기반경제에 걸맞은 인적 자본을 육성하지 못하고 낭비적인 지출과 소모적인 갈등의 온상이 되고 있다는 것은 새로운 소식이 아니다. 국가간의 경쟁은 날로 치열해지는데 우리 기업의 경쟁력이 소수의 수출산업 중심으로 형성돼 있다는 것도 불안한 일이다.

이 모든 것이 미래의 경제 여건을 불확실하게 만들고 있다. 우리 경제가 잠재적으로 이룰 수 있는 평균 성장률은 5~6%에 이를지 모르지만 외부 충격에 흔들릴 위험도는 과거에 비해 현저하게 높아졌다. 경제 개방의 여파로 경기순환적인 위험이 국제적으로 전파되는 속도가 빨라졌을 뿐 아니라 정치 민주화로 사회적 갈등에 따른 위험도 현저하게 커졌다. 예전 같으면 일시적인 충격으로 끝나던 사건이 경제 전체를 흔들 수도 있다는 얘기다. 결국 정부가 나서서 이러한 사회적 위험을 흡수해야 하는데 그 수단은 재정이 될 수밖에 없다. 그러려면 무엇보다 재정의 건전성을 충분히 확보해야 한다.

공식 통계만 보아도 2003년말 현재 국가부채는 165조원으로 국내총생산(GDP)의 23% 수준이다. 이 비율은 경제협력개발기구(OECD) 회원국 평균(대략 80% 수준)에 비해 낮으므로 아직도 재정 여력은 갖추고 있다고 볼 수 있다. 넓은 범위의 정부 예산을 기준으로 하는 통합재정수지도 대체로 균형에 가까운 모습을 보이고 있다. 그러나 이런 평균적 수치가 전달할 수 있는 경제적 의미에는 한계가 있다. 우선 지금은 통계에 잡히지 않지만 미래에 실현될 가능성이 높은 잠재적 부채 규모가 만만치 않다. 당장 정부가 보증을 선 채무가 공식 채무의 절반에 달한다. 최근 논란이 되는 국민연금제도를 고치지 않고 놔둔다면 지금의 국가부채 수준을 넘어서는 적자를 초래할 것이다. 통일의 잠재적 비용 역시 눈에 보이지 않는 위험요인이다. 한국은행의 통화안정증권 잔고나 공기업 부채와 같이 사실상 국가채무라 볼 수 있는 준재정 항목도 여기저기 널려 있다.

게다가 최근 정부가 발표하는 각종 국정과제의 재원은 상당부분 정부 재정에서 떠맡아야 할 형편이다. 공식적 정보가 충분하지 않지만 적어도 수백조 원의 재원이 더 필요할 것이라는 예측은 가능하다. 아무리 주먹구구식으로 생각해봐도 현 제도하에서 정부의 계획을 모두 실천하려면 세금을 더 걷거나 기존 지출을 줄이는 길밖에 없다. 문제는 정치적 저항 때문에 그 어느 것도 달성하기 쉽지 않다는 데 있다.

쏟아지는 국책사업과 감세안

만일 세금을 올리지도 못하고 지출을 줄이지도 못한다면 적자재정을 택하는 수밖에 없다. 그러나 남미는 물론 다른 선진국의 경험에 비추어 보더라도 구조적인 적자재정이 초래하는 폐해를 우리 경제가 감당하기는 어렵다. 앞서 언급한 바와 같이 과거에는 정부의 규제정책이 전통적 재정 기능을 상당부분 대신해 자원배분을 조율했지만 이제는 정부가 재정 수단을 통해 정책을 수행해야 할 범주가 넓어졌다. 예를 들어 특정 첨단산업을 육성하는 데에 과거에는 금융통제를 통한 신용 공여가 가능했지만 지금은 정부 재정에서 세금을 감면해주거나 보조금을 지급하는 방식을 쓸 수밖에 없다. 전통적인 경기조절 기능이나 사회안정을 위한 복지 지출 증가까지 고려할 때 우리 재정은 별다른 외부 충격이 없더라도 가급적 건전하게 유지할 필요가 있다.

그런데 만일 경기가 급속히 나빠지는 바람에 신용불량자가 더욱 늘어나 금융시스템이 흔들린다면, 또는 북한 내부의 급격한 변화로 통일비용 지출이 앞당겨진다면 어쩔 것인가. 재정이 그 충격을 모두 흡수해야 한다. 우리 정치권에 국민연금을 둘러싼 사회갈등을 해소할 능력이 있는지도 의심스럽다. 지금과 같은 현실 타협적 자세가 지속되는 한 국민연금을 포함한 각종 공적 연금의 수지 악화는 재정에 큰 부담이 될 것이다.

그래서 묻고 싶다. 나라 발전을 위해 이런저런 큰 그림을 그리는 것은 좋지만 한번이라도 냉정하고 진지하게 나라 살림의 미래를 생각해 보았는지 말이다. 정권은 유한하지만 정부는 영속적인 존재다. 정권 담당자들은 10년, 나아가 100년 앞을 내다보며 정책을 설계해야 한다. 현 정부가 새롭게 추진하는 다양한 국정과제와 야당이 내놓는 이런저런 감세(減稅)안을 반대하는 것이 아니다. 다만 지금 민생과 경제를 책임진 사람들은 행정부에 있건 국회에 있건, 여당이건 야당이건 자신이 내세운 정책의 타당성을 스스로 설명할 수 있어야 한다.

그러나 지금까지 정부나 정치권이 내놓은 정책의 청사진을 보면 우리 경제의 성장잠재력과 분배 여력이 잠식되지 않을지 걱정이다. 경제 개방과 정치 민주화의 결과로 전통적 정책수단의 효과는 제약받고 있는데 모두 경쟁적으로 새로운 정책목표를 쏟아내거나 정부 수입을 줄일지 모르는 계획만 발표해대니 답답한 노릇이다. 도대체 정부 사업의 재원은 어디에서 나온다는 것일까. 어쩌면 우리 경제에서 가장 시급한 개혁은 바로 재정 부문 그 자체에 있는 것이 아닐까.

정권은 유한하지만 정부는 영원하다

정부 재정을 건전하게 유지하려면 궁극적으로 세입기반을 강화하고 정부지출의 효율성을 높여야 한다. 나아가 모든 일을 정부 내에서 해결하려 들지 말고 시장의 힘을 빌리는 방안도 생각해야 한다. 재정제도를 대대적으로 개혁하기는 쉽지 않다. 정부 혁신은 관료와 싸워야 하고 세제 개혁은 민간 부문, 특히 기득권 세력의 저항을 받는다. 그러나 지금과 같이 세수기반도 취약하고, 자원배분의 효율도 해치며, 세부담도 공평하지 않은 조세제도를 그대로 유지해서는 안 된다. 변하는 정책 환경에 효과적으로 부응할 수 있게끔 예산제도 및 정부조직의 개혁도 뒤따라야 한다. 사회적 안정과 인적 자본의 형성 차원에서 복지정책의 방향도 새롭게 정립할 필요가 있다.
