[한탄강 댐 관련 임진강 특위(위원장 : 국무총리) 에 드리는 글]
- 국민을 기만한 한국수자원학회장은 모든 공직에서 즉각 사퇴하라. -
“임진강 특위 검증․평가 실무위원회”의 공정하고 투명한 운영을 위하여 강원도와 환경단체의 참여를 보장하라.
임진강유역에 대한 홍수피해방지대책을 마련하기 위해 1년간 운영될 총리실 산하 “임진강유역홍수대책특별위원회(이하 ”임진강 특위“)와 소속 검증․평가 실무위원회(이하 "임진강 특위 실무위원회)”가 환경단체와 지역주민들의 의사가 배제된 채 일방적으로 구성되어 거센 반발을 예고하고 있다.
특히, 임진강 특위(위원장 : 국무총리)에 관한 안건을 사전에 검토․조정하는 중요한 역할을 담당할 11명의 실무위원회 위원들 모두 국무조정실 정책차장, 기상연구소, 국립환경연구원, 한국건설기술연구원, 지방국토관리청 설계자문위원 등 정부측이 선정한 인사로 구성되어 그 중립성(中立性)에 의심이 갈 수 밖에 없다.
더구나 임진강 특위 민간위원인 한국수자원학회장(전 국립방재연구소 소장)은ꡐ경제적인 피해나 불편은 감수할 수 있지만 인명피해는 어떤 방식으로도 치유가 안 된다ꡑ며 ꡐ홍수조절 수단으로는 댐이 가장 효과적이라는 것은 의심할 여지가 없으므로 최대한 시일을 앞당겨야 한다ꡑ며 학자적 양심을 저버리는 망언을 하였다.
임진강유역 홍수피해 방지대책으로 댐건설은 올바른 대안이 아니다.
1996년, 1998년, 1999년도 수해의 대부분은 임진강변 이외의 지역으로 임진강변 피해는 전체의 12%이고 그 외의 지역 피해는 88%이다. 댐을 건설하더라도 과거의 홍수는 감당하지 못한다. 한탄강에 댐을 만들면 임진강변의 약 0.3m~1.5m의 수위가 낮아지므로 이들 지역만 혜택을 보며, 경기 북부 임진강유역 전체 피해액의 10% 내외의 피해절감 효과만 있을 뿐이다.
경기도 파주시는 1997년 ~ 2003년까지 1천억원 이상의 돈을 들여 수방시설을 갖추고 저지대인 동문천 둑과 경의선 철로 지반을 3~5m 가량 높이고, 배수시설을 증설 하는 등 홍수대비 시스템을 완벽하게 갖추었다. 파주시 문산읍이 2000년부터 2003년 8월까지 입은 수해는 임진강 주변 저지대 농경지의 소규모 침수 및 주택 1채의 1시간 침수가 전부이다.
지난 2003년 8월 23일~24일 양일간 호우경보와 홍수주의보가 내려진 가운데 235mm의 장대비가 쏟아졌지만 사목리와 마정리 임진강 변 농경지 7 ~ 8ha 만 침수됐을 뿐 문산읍 시가지에는 한 방울의 빗물도 차지 않았다.
2003년 8월 박세영 문산읍장(56)은 “하루 500mm가 넘는 집중호우가 쏟아지지만 않는다면 이제 문산은 수해로부터 안전지대”라고 밝힌 바 있다.
임진강 특위는 지난 5월 23일 감사원의 한탄강 댐 재검토 발표에서 밝혀졌듯이 문산지역의 홍수조절은 제방을 쌓는 것이 한탄강 댐 건설비용 보다 적게 든다는 점을 자각하여야 하며, 장기적으로 남북한간 공동치수와 임진강 바닥의 토사제거가 중요하다.
그리고 1996년과 1999년 수해는 임진강유역 뿐만 아니라 강원도 철원군도 천문학적인 피해를 입었다는 점을 간과해서는 안 될 것이다.
1996년 농업군인 철원군은 7월 26일부터 28일간의 집중호우와 홍수피해로 20명(주민:6명, 군인:17명)이 사망하고 8,366ha가 침수되었으며, 4,927명의 이재민이 발생하는 등 임진강유역 전체 홍수피해액의 절반이 넘는 50.8%(1,578억원)의 손실을 입었으며, 1999년은 827억원의 재산피해를 입었다. 전체적으로 3년간 홍수피해는 철원군과 "연천댐"이 2회 연속 붕괴(崩壞)한 연천군이 가장 많이 입었다.
만약 정부의 이익을 위하여 강원도민을 희생시키며, 생태계의 보고요 국가안보의 핵심시설인 다락터사격장(연천군 부곡리의 1백 80만평)을 침수시키는 댐건설이 다시 추진 될 경우 경기도민은 물론이고 전 국민의 분노를 촉발시킬 것임을 밝힌다.
총리는 현 임진강 특위 실무위원회에 강원도와 환경단체가 추천하는 중립적인 민간전문가의 참여와 참관인의 방청을 허용하여야 하며, 대안평가에서 국민적 신뢰와 경제적 ․ 기술적 타당성을 상실한 한탄강 댐과 관련한 조항을 즉시 삭제하여야 한다.
저번처럼 기상학자를 동원 한탄강유역을 특별히 강우량이 많은 지역으로 조장한다든가, 환경영향평가기간 중 고시도 하지 않은 채 대림산업과 체결한 한탄강 댐 건설 계약의 해지를 미루고 있는 것은 진실과 정의를 파괴하는 것으로 권력의 남용이다.
국회는 거짓과 조작으로 점철된 한탄강 댐 재추진시, 국민에 대한 심각한 도전행위로 간주 야당과 함께 모든 댐 관련 신규예산안을 전액 삭감할 것이며, 한탄강 댐 백지화 국회 결의안과 국정조사를 강력히 추진하여야 할 것이다.

【서울】한탄강댐 문제가 국회의 국정감사에서 또다시 도마에 올랐다.
국회 건설교통위원회가 22일 건설교통부를 대상으로 실시한 국정감사에서 한나라당 안택수의원은 “건교부와 수자원공사가 한탄강댐 건설사업을 졸속으로 추진해 설계용역 위약금 100여억원과 보상비 871억원 등 1,000억원대에 육박하는 국고를 손실하는가 하면 정부내에서도 이 사업을 놓고 갈팡질팡하고 있다”고 지적했다.
특히 “지역주민간 갈등을 야기하는 등 갈수록 해결의 실마리를 찾지 못하고 문제만 양산하고 있다”며 “가장 큰 문제는 정상적인 사업 추진 절차를 따르지 않고 기본계획 고시도 하지 않은 채 강행하는 바람에 공사가 중단돼 줄줄이 위약금을 배상하는 어처구니 없는 사업행태가 벌어졌다”고 비판했다.
안의원은 “결국 한탄강댐은 사업주체자인 정부와 주민간의 신뢰를 바탕으로 추진돼야 할 국책사업이 각종 수치의 조작과 사업절차의 규정·규칙을 위반함으로써 불필요한 사회적 갈등을 야기한 것”이라며 대책을 촉구했다.
한나라당 임인배의원도 “감사원의 감사 결과 건교부와 수자원공사가 임진강 유역 치수대책 수립때 제방설치안을 과다 산정하고, 댐의 경제성을 조작해 높인 것은 의도적으로 건설을 유도하기 위한 것으로 보인다”고 주장했다.
이어 “거짓, 조작, 불법행위가 가능했던 것은 정권의 실세가 배후가 있었기 때문이라는 의혹마저 제기되는 실정”이라며 “한탄강댐 건설 사업을 총체적 부실로 이끈 관계자의 잘잘못을 가려 법적 책임을 묻는 것이 당연하다”고 강조했다.
