 화천댐 주변, 폐기물 적치장 방불..,관련기관 나몰라라 화천댐 주변, 폐기물 적치장 방불..,관련기관 나몰라라 뉴시스 | 기사입력 2008.06.09 12:14 【화천=뉴시스】 북한강 상류인 강원 화천군 간동면 화천댐 주변에 1000여톤에 이르는 폐콘크리트가 수십년째 무단방치되고 있어 수질과 환경오염을 크게 가중시키고 있다. 특히 해당지역은 수도권 상수원으로 관리감독의 필요성이 높은 지역이지만 화천군과 한강수력발전처는 이를 알면서도 수십년 째 방조했다는 의혹이 제기돼 파문이 확산될 것으로 보인다. 9일 주민들에 따르면 화천댐 하류 400~500m 일대에는 지난 1987년 평화의 댐 건설 당시 파로호의 물을 방류하면서 콘크리트 철구조물인 보조댐시설이 유실되면서 발생된 것으로 보이는 폐콘크리트 덩어리 등 각종 폐기물 수천톤이 20여년이 지난 현재까지 철거되지 않은 채 방치되고 있다. 일대에는 육안으로 드러난 것만 1000여톤이 넘을 것으로 예상되며 하천에 매립된 것까지 포함한다면 수천톤에 이를 것으로 보인다. 집채 크기만한 폐콘크리트 덩어리들이 수십곳에 나뒹굴고 있는가 하면 시벌겋게 녹이 쓴 철근과 각종 플라스틱등이 뒤엉킨 채 방치돼 있어 마치 폐기물 적치장을 방불케 하고 있다. 더욱 폐기물 대부분이 유해독성이 강한 시멘트 성분과 수질오염을 크게 악화시킬 수 있는 철근 등으로 지금까지 수도권 상수원의 수질을 크게 오염시켰을 것으로 예상돼 대책이 시급한 실정이다. 어려서부터 이곳 마을에서 살았다는 한 주민은 "십여년전 마을사람들이 자체적으로 군부대에 협조를 얻어 우선 녹쓴 철근등을 철거했으나 주민의 힘만으로는 역부족이어서 지금까지 방치되고 있다"며 "그 이후로는 수질이 크게 오염돼 물고기들을 찾아 볼 수 없을 정도"라고 밝혀 심각성을 더해 주고 있다. 그러나 화천군은 최근 댐 주변에 인공어도를 만들면서 폐콘크리트 덩어리들을 어로변 석축용으로 사용하는가하면 한강수력발전처 역시 지금까지 사실조차 파악치 못하고 있어 관련기관들의 환경불감증이 만연한 것으로 드러났다. 이에 대해 군 관계자는 "옛날부터 이곳에 폐콘크리트들이 방치된 사실을 알고 있었으나 이렇게 사태가 심각한 줄 몰랐다"며 "현장을 파악해 한강수력발전처에 조치토록 하겠다"고 말했다. 한강수력발전처는 취재가 시작되자 관리부서가 아니라며 책임 떠넘기기에 급급하다 "조만간 사실을 파악해 조치하겠다"고 밝혔다. 한편, 화천군은 이곳 주변일대를 파로호 인공수초섬, 토속어류 생태체험관, 생태영상센터 등을 연계한 교육의 장으로 활용할 수 있는 생태공원조성을 추진하고 있다. < 관련사진 있음 > 한윤식기자 ysh@newsis.com < 저작권자ⓒ '한국언론 뉴스허브' 뉴시스통신사. 무단전재-재배포 금지. >  payday loans edmonto: Your website is very great.
