<TD height=17></TD></TR></TBODY></TABLE><FONT id=content style="FONT-SIZE: 16px">　수자원을 효율적으로 관리하기 위해서는 유역통합관리의 도입과 물관련 법제도를 우선 정비해야 한다는 의견이 제기됐다. <BR><BR>　26일 춘천베어스타운호텔에서 열린 북한강 심포지엄에서 토론자로 나온 최석범한강수자원연구소장은 “우리나라 물 관련법인 `하천법'은 즉흥적, 중복적으로 제정돼 올바른 물 관련 법집행을 하기 어렵다”며 “특히 댐 설립 등 다수의 이해가 상충되는 개발사업의 경우 모든 곳의 형평성을 고려해야 해 하천을 종합적으로 관리하는 통합관리가 절실하다”고 지적했다. <BR><BR>　이어 “강의 상·하류주민들간 상시적 대화공간이 필요하고 유역별 물관리위원회를 두는 방안도 재검토돼야 한다”고 강조했다. <BR><BR>　이에앞서 정성헌남북강원도협력협회이사장은 `이시대의 평화생명과 한강'이라는 기조강연을 통해 “과거 모든 사회운동이 인간중심의 운동이었다면 이제부터는 환경 생태 자연을 포괄하는 생명중심운동으로 변화돼야 한다”며 “특히 앞으로는 자연과 인간, 지역과 지역, 계층과 계층 등 모든 분야가 유기적으로 연계하는 것이 중요하다”고 주장했다. <BR><BR>　또 “그러한 협의의 경제와 생명중심운동의 출발점을 강원도를 비롯해 우리나라를 가로지르는 한강으로 정했다”고 이번 심포지엄의 의의를 규정했다. <BR><BR>　이영춘시인은 “군소 단위별로 각종 문화행사는 활발히 진행되고 있지만 수익성 있는 사업이 부족하다”면서 “북한강과 관련해 강원도를 발전시킬 수 있는 방안 마련이 시급하다”고 지적했다. <BR><BR>　용호선강원일보문화부차장은 “우리는 북한강을 단순한 물줄기로 보기 보다는 여러 분야에 걸쳐 우리민족의 삶과 연관해 재조명할 임무가 있다”고 했다. <BR><BR><金普卿기자·bkk@kwnews.co.kr> <BR><BR></FONT><BR><BR></TD></TR></TBODY></TABLE>
