왜 "쌀과 민주주의"인가?

왜 '쌀과 민주주의'인가?

쌀의 추가개방을 앞두고 녹색평론사로부터 쌀과 관련된 단행본을 한권 내자는 권유를 받고 그러자고 약속한 지가 이미 3년째다.

이 책의 제1부와 2부는 그런 단행본 출간의 약속을 한 2002년에 써서 그 내용의 대부분을《녹색평론》에 이미 게재한 바 있는 글이다.
그런데 필자의 게으름과 무능으로, 그로부터 3년째인 2004년에야 나머지 제3부의 글을 쓰고 이 단행본을 묶을 수 있었다.

단행본을 묶을 때 앞의 제1부와 2부의 글은 2002년에 쓴 글에다 약간의 새로운 자료를 추가함으로써 글의 시점이 2002년에서 2004년까지 무려 3년에 걸친 이상한 글이 되고 말았는데, 이 점에 대해 독자들의 이해를 바란다.

제3부는 농업사의 대가 김용섭 교수와 이태진 교수가 쓴 우리 농업사 관련 책들을 읽고 그 중에서 쌀 관련 부분을 내 나름으로 요약하고 해석한 쌀의 문화사다.

쌀에 대한 우리의 시각은, 이 땅에 살다간 우리 선인들의 생물학적인 생명을 이어준 물질적 양식(糧食)으로서의 경제적 측면에만 제한되기 쉽다. 그러나 나는 이분들의 노작을 읽으면서 쌀이 우리 선인들의 한과 원, 그리고 혼이 깃든 민중문화사 자체임을 새삼 실감했다.

쌀의 개방과 그 농사의 포기는, 단지 식량을 외국에서 사다 먹는 대외의존 차원에 그치지 않고, 우리의 문화 곧 영혼의 포기라는 사실을 확인한 것이다. 그래서 쌀의 개방은, 길게 잡아 몇천년 동안 쌀에 의존해서 삶의 공동체를 꾸려온 자치적 민중의 삶을 말살하고 파괴하는 반민주적 폭력이라고 생각한다.

이 땅에서는 군사정권에 반대하면 민주인사가 되고 그 반대자들의 집권은 곧 민주정권이 된다. 그래서 그들 일파가 집권하자마자 무슨 민주화운동보상법인가를 만들어 물질적 보상과 스스로 명예회복을 하고 있다. 그리고 뒤이은 각종 선거를 통해 과거의 민주화투쟁 경력을 무기로 정치적 보상과 명예를 독점해 가고 있다. 그리하여 지난 4월 15일 17대 총선에서는 개혁진보를 표방하는 집권당이 과반수를 넘는 국회의석을 차지하고, 유사이래 처음으로 노동자 중심의 진보정당이 열석의 의석으로 국회에 진출하게 되었다.

심지어는 청와대 만찬에 초청된 집권여당의 젊은 국회의원들이 과거 군사정권을 향해 내둘렀던 그 주먹을 다시 누군가를 향해 내두르는 진풍경을 연출했다고 한다. 하지만 국회의원 자체가 어디 보통 기득권인가?
더구나 집권여당의 국회의원이라면 이미 스스로 부정의 대상이 되어야 할 기득권 중의 기득권이다.
그런데도 권력의 핵심부인 청와대에서 내두른 주먹질은 도대체 누구를 향한 것인가? 한번 잡은 그 기득권을 영속하겠다는 것인가, 아니면 아직도 자신들이 다 가지지 못한 나머지 기득권들을 모두 독점하겠다는 뜻인가?

17대 여당 국회의원들의 다수는, “국민들이 직선으로 뽑은 대통령을 야당 국회의원이 탄핵한 것은 반민주적 쿠데타”라는 탄핵정국의 여론몰이 바람을 타고 당선했다. 쿠데타는 불법적으로 권력을 강탈하는 정변을 뜻한다.
그런데 보수야당이 다수당이라고 해서 언제 불법적으로 권력을 빼앗아 헌정을 중단시켰나? 그들은 법에 따라 탄핵 가결을 했고, 헌법재판소의 판결을 존중하겠다고 했고, 실지로 존중했다.
대통령을 뽑은 사람만 국민이고, 보수야당을 다수당으로 뽑은 다수의 국민은 국민이 아니라는 말인가?

똑같은 국민들이 뽑은 두 권력인데 대통령 권력만 민주적이고, 의회 권력은 반민주적이라는 근거는 무엇인가? 대통령과 여당 국회의원 자신들은 과거에 민주화투쟁 경력이 있는 사람들이고, 보수야당 국회의원들 중에는 과거의 군사정권에 협력한 사람이 있기 때문인가?
그런 근거에 의한 민주·반민주의 주장은 자신들이 집권하지 못한 야당 때나 재야 때에 가능한 주장이다. 모든 권력이 대통령에게 독점된 중앙집권국가체제에서 자신들이 집권함으로써 이미 최대 기득권자가 된 여당이 그런 주장을 하는 것은 참으로 웃기는 일이다.
아무리 진보적이고 민주적인 사람이나 정당이라도 집권하는 그 순간부터 기득권자가 된다. 그것은 역사와 현실이 증명하고 있다.

그러므로 설사 그 권력이 민중에 의해 부정되지 않는다고 해도 스스로가 부정되어야 할 기득권이라고 생각하는 사람이 진정한 진보주의자다.
그래서 정작 주먹을 휘두를 대상은, 보수야당 국회의원들의 대통령 탄핵 가결은 반민주적이라고 하면서도 바로 그 보수야당의 동의로 가결시킨 한·칠레 FTA 비준, 이라크 파병, 신행정수도 건설특별법 등 자기 입맛에 맞는 것만 골라 강행하고자 하는 이중 잣대의 대통령과 그 지지자 자신들이 아닐까?

스스로 진보적 민주정권이라면서 과거 박정희 정권의 월남 파병 때보다 더 궁색한 명분과 논리로 이 정권은 이라크 파병을 강행하고 있다.
월남전 때는 냉전시대라서 한미동맹 유지와 국익을 위해서라는 논리가 어느 정도 설득력을 얻을 수도 있었다.

월남 파병은 미국의 용병으로 우리의 근대화를 위한 외자 수입면에서는 상당한 실리가 있었다.
하지만 월남전은 불의하고 명분도 없고 결과적으로 패배한 전쟁이다. 그런 참전에서 얻은 값비싸고 참담한 교훈에도 불구하고 아직도 무슨 한미동맹 타령이고, 월남 참전과는 달리 막대한 파병비를 스스로 부담하면서 무슨 국익 타령인가?

이라크 파병 때문에 우리의 한 젊은이가 테러단체에 인질로 잡혀 파병결정 철회로 제발 살려달라고 절규하고 있는데도, 테러로는 어떤 목적을 이룰 수도 없고 한 국가가 테러단체에 굴복할 수 없다는 오기로 추가파병을 재확인해 줌으로써 그 젊은이를 죽게 한 정권이 과연 민주정권인가?

한 여당 의원은 고 김선일의 인질과 그 피살의 테러에 굴복하여 이미 결정된 이라크 파병을 철회해야 한다고 주장하는 시민단체나 동료 국회의원들을 비이성적이라고 단정했다.
한번 결정된 것이고 미국을 비롯한 국제사회의 신의 때문에 잘못된 파병결정이라도 철회할 수 없다고 단정 매도하는 자신은 얼마나 이성적인가? 우리가 단지 미국과의 동맹관계라는 이유로 언제까지나 미국이 일으키는 불의한 전쟁에 끌려다니고 12억 무슬림 세계의 원한을 사서 테러의 표적이 되어야만 이성적이 되는가?

강대국의 약소국에 대한 대량 살육과 파괴의 전면전쟁은 테러가 아니고, 당하는 약소국의 소규모 납치 살육만 테러인가?
제3자의 입장에서 볼 때 위의 두가지 중에서 어느 쪽이 ‘테러’라는 본래의 뜻에 더 적합한 테러 행위인가?

더구나 다수 국민의 국익을 위해 소수 개인의 희생은 어쩔 수 없다는 생각은 청산되어야 할 전체주의이지, 우리가 바라는 민주주의는 아니지 않는가? 한 개인의 생명은 우주와도 바꿀 수 없는, 그 자체로서 하나의 우주와 맞먹는 가치다.
물론 우주 자체인 개인의 생명도 타인과 사회를 위해 스스로 희생할 수 있다. 그 자발적인 희생까지 사회나 국가가 다 규제하거나 막을 수는 없다. 그러나 살겠다고 절규하는 개인의 생명을 보호해 주기는커녕 국익을 위해 어쩔 수 없다는 재확인으로 개인을 죽게 한 국가는, 지켜야 할 가치가 있는 민주국가는 아니다.

잘못된 길을 모르고 접어들었다면 그것을 깨닫는 순간 되돌아 나오는 것이, 퇴보나 무엇에 대한 굴복과 패배가 아니라 참다운 진보주의자와 승리자의 길이다.
그런데도 그 개혁진보주의자들에 의해, 과거의 군사정권의 개발 논리로 기획된 고속도로·핵산업·새만금·고속철 등의 국책사업이 여전히 강행되고 있다.
이 땅의 개혁진보주의자들은 우리의 온 산하를 파괴한 개발폭력주의를 극복하기는커녕, 남북화해를 위해서라는 명분 아래 휴전선 북쪽의 처녀지인 금강산까지 관광상품으로 결딴내려 하고 있다.

과거의 권위주의 군사정권을 진심으로 반대했다면, 그 물량화주의를 위한 개발독재도 마땅히 반대해야 옳다.
그런데도 이 땅의 민주진보인사들은 물량주의 개발독재자도 반대했던 이른바 글로벌스탠다드까지 그 물량주의를 위해 앞장서서 수용하고 있다. 지난해 한·칠레 FTA의 국회 비준에서 도시 출신의 진보개혁주의 국회의원들이 오히려 앞장서 그것을 동의해준 것이 그 단적인 예다.

요즘에는 인터넷통신을 통해 거리집회에 나서거나 투표 등에서 집단적인 의사표시를 하는 디지털 영상매체 세대들이 스스로 개혁진보주의자로 자처하고, 그렇지 않은 활자매체의 아날로그 세대들을 보수주의로 규정한다. 하지만 디지털 세대들은, 세계화로 포장된 새로운 전지구적 제국주의가 디지털 기술주의로 작동되고 그것에 스스로 예속되고 있다는 사실은 외면한다.

또 그들은, 미래는 젊은이 자신들의 것이기 때문에 상대적으로 나이많은 보수주의자들이 미래세대의 일에 관여해서는 안 된다는 세대차별의식을 잠재적으로 갖고 있다.
이런 평소 잠재의식의 무의식적 표현이, 60대 이상은 투표에 참여 안하는 것이 미래세대를 위해 좋다고 한 당시 열린우리당 의장인 정동영의 발언이다. 하지만 이런 세대차별주의야말로 인종주의·계급차별주의보다 더한 파시즘이고, 그 미래세대주의는 보수주의보다 더 반미래지향적인 수구주의다.

또 어떤 사람들은 진보와 보수의 기준을 경제의 성장과 분배에 대한 시각차에서 찾기도 한다.
보수주의자들이 성장우선주의자들인 데 견주어, 진보주의자들은 분배우선주의자들이라는 시각이 곧 그것이다. 하지만 이 땅의 진보주의자들은 공평하게도(?) 분배와 성장의 두마리 토끼를 다 잡겠다고 한다. 그렇지만 그것은 불가능한 일이다.

이른바 자유무역을 위한 글로벌스탠다드란, 이 세계체제의 중심부 국가인 미국이 주변부 국가들의 중심부 접근이나 진입을 원천적으로 차단해서 자기 헤게모니를 영속적으로 유지하기 위해 후진국에게 강요하는 일방적 잣대다.
그런데도 공산품 수출로 현재의 물량화를 지속시키기 위해 FTA 등의 수용으로 농민공동체를 해체하고, 생명의 주권이요 문화적 자존심인 쌀농사의 완전 포기도 서슴지 않는 글로벌스탠다드의 성장우선주의자들이 무슨 평등민주주의와 개혁을 말할 자격이 있는가?

우리가 우리 쌀농사를 스스로 지키고 지어야 할 일차적 이유는 우리 자신의 경제적 자립과 주권을 지키는 데 있지만, 더 큰 이유는 문화적 자주와 정치적 자치를 지키는 데 있다.
무엇보다 쌀은 단위면적당 가장 많은 열량을 생산해주는 식량작물로서 오늘날 우리 민중들을 이렇게 자손 번성하며 살아남게 해준 민중사회의 생태적·경제적 기초다.

우리에게 쌀농사가 없었다면 이 좁은 땅에서 지금과 같은 민중의 번성 자체가 불가능했을 것이다. 동시에 쌀은 우리 문화의 정체성 자체다.
쌀은 우리의 음식문화의 정체성만 규정하는 것이 아니다. 이 땅의 토착적 전통문화치고 쌀과 무관한 것은 하나도 없다.
이른바 농경의례 또는 세시풍습으로 불리는 우리의 토착문화는 모두 쌀과 그 농사를 중심으로 펼쳐진 쌀의 문화사이다.

뿐만 아니라 위와 같은 쌀의 생태적·문화적 조건들이 이 땅에 소농경제와 그 두레의 토대를 제공함으로써 정치적 자치와 문화적 주권을 지킬 수 있게 했던 것이다.

소농두레를 바탕으로 하는 마을자치는 봉건적 국가체제가 간과한 틈새 자치이지 완전한 정치적 자치는 물론 아니다. 하지만 근대화·도시화·세계화 등의 중앙집권력이 날로 비대해 갈수록 그만한 지역자치성도 허용하지 않고 송두리째 파괴시켜가고 있다.

쌀은 우리 지역자치의 마지막 보루요 ,지역주민들의 자존심이다. 쌀을 지키는 것은 그래서 생명주권을 지키는 것일 뿐만 아니라, 우리 자치민주주의의 뿌리를 지키는 것이다. ‘쌀과 민주주의’를 이 책의 제목으로 붙인 이유도 여기에 있다.
